Session 1718, Minutes
March 30, 1998

in the Public Hearings. She is concerned about 911 access for fire and paramedics for
her ninety-seven year old grandmother whom has paid taxes for quality and timely
taxes for many years.

Ms. Vera Collins, 8639 Barby Ln., wished to voice her opposition to the Gatesworth
expansion. She was very concerned about what this expansion will do to the traffic in
the neighborhood. There are too many cars and it is difficult for her to find a place to
park. She said that they had not been maintaining the shrubs and the trees that they
placed on the side of her house. She has a parking lot on one side of her house, and
now she is going to get a parking lot in front, which she is not happy about.

Mr. Leo MacDonald, 7254 Maryland, wished to voice his support of the Gatesworth
expansion. He said that his mother and father live at the Gatesworth. He believes that
the Gatesworth is the Ritz-Carlton of elderly care. He is sensitive to certain
developments, such as the DeI-Price neighborhood is, having lived through and next to
the Washington University facilities and the Famous-Barr building, but he also believes
that the developers on this project are skilled and nurturing and will benefit this project.

Mr. Steven Littlefield, 7201 Maryland, wished to voice his support of the Gatesworth
expansion. He feels very strongly that the interests of the neighborhood surrounding
this development need to be carefully considered. He attended the Plan Commission,
where the concerns of landscaping, parking and delivery services, lighting should be
very strictly enforced. The state of economic development is very important, as is
transportation and infrastructure to the City. This addition represents very high income
tax payers to the school and City tax base. This addition, while possibly negative, to
the surrounding neighbors, benefits the entire University City area.

Mr. Daniel Talonn, 8661 Barby, wished to voice his opposition to the Gatesworth
expansion. Parking and traffic will get worse, not better. You have to look carefully at
the number of parking spaces that they are adding, because they are also taking away
all of the on street parking on McKnight Place, which is significant. He and his
neighbors suggest that they close Barby at the east end, just as West Kingsbury is,
which would at least provide some type of physical separation. The City Manager says
that this project is full accordance with the Comprehensive Plan, yet the Plan says that
neighborhoods are to be preserved. He pointed out other conflicts in the Plan. The
Gatesworth is more than a residential community - it is shops, a restaurant, bank, spa,
nursing home.

Mayor Adams declared the Public Hearing closed, due to there being no further
requests to speak.
