Session 1932 <br />August 16, 2004 <br /> <br />Ms. Welsch asked about Bill "number six" and if all the fees mentioned in its body are <br />the fees discussed at the Budget session earlier this year, and Mr. Ollendorff explained <br />that the Council had approved a 2.5 percent increase in the Budget in refuse rates that <br />corresponds to the general wage increase. He said a big part of these fees is employee <br />wages. By law, he said, this increase must be adopted by Ordinance. The reason <br />there is an Emergency Clause, he advised, is because the bills will be sent to residents <br />next week. Ms. Welsch asked again if the fees here were the fees approved in May, <br />and was advised that they are. <br /> <br />6. A Bill was introduced by Mr. Sharpe, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 8.12 OF THE MUNICIPAL CODE, <br />RELATING TO GARBAGE COLLECTION AND DISPOSAL BY REPEALING <br />SECTION 8.12.200 THEREOF, RELATING TO THE SCHEDULE OF REFUSE <br />COLLECTION CHARGES, AND ENACTING IN LIEU THEREOF A NEW <br />SECTION TO BE KNOWN AS "SECTION 8.12.200 SCHEDULE OF REFUSE <br />COLLECTION CHARGES," SO AS TO INCREASE MONTHLY REFUSE RATES <br />EFFECTIVE SEPTEMBER 1, 2004, TO COVER THE COST OF PROVIDING <br />THE SEVlCES; CONTAINING SAVINGS SERVABILITY, AND PROVIDING A <br />PENALTY; AND CONTAINING AN EMERGENCY CLAUSE. <br /> <br />The bill was given its first reading and assigned the number 8738. <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Sharpe moved adoption and Ms. Colquitt seconded. The roll call vote was as <br />follows: AYES; Ms. Welsch, Mr. Sharpe, Ms. Colquitt, Ms. Brot and Mayor <br />Adams; Mr. Wagner and Ms. Brungardt did not vote due to absence; NAYS; <br />none. Bill number 8738 passed and became Ordinance number 6501 with an <br />Emergency Clause. <br /> <br />Mr. Ollendorff explained the reason for the Emergency Clause was that the rates <br />must be certified to the County by the end of this month, according to State law. <br />It cannot be adopted until the State gives the figures to the City. It is more <br />efficient to do this all in one evening. <br /> <br />7. A Bill was introduced by Ms. Welsch, entitled: <br /> <br />AN ORDINANCE ESTABLISHING AN ADDITIONAL TAX FOR THE PARKVlEW <br />GARDENS SPECIAL BUSINESS DISTRICT SO THAT THE ADDITIONAL TAX <br />ON THE REAL PROPERTY FOR THE FISCAL YEAR 2004-2005 SHALL BE <br />$.85 FOR RESIDENTIAL, AND $.85 FOR COMMERCAIL PER ONE HUNDRED <br />($100.00) OF ASSESSED VALUATION; AND CONTAINING AN EMERGENCY <br />CLAUSE. <br /> Page 15 <br /> <br /> <br />
