Session 1932
August 16, 2004

6504.

COMMENTS

Elsie Glickert, 6712 Etzel Avenue, commented that at a previous Council meeting there
was a bill introduced and passed pertaining to the Purdue Avenue pedestrian bridge in
Heman Park. She said there is a bridge there now, which was a vehicular bridge fallen
into decay. She asked why the City applied for a grant for a pedestrian bridge instead of
a vehicular bridge.

Ms. Welsch said she thought a pedestrian bridge was needed. Also, she was advised
there were no plans to re-open the automotive route into Heman Park from Purdue
Avenue, so she favored its use as a pedestrian bridge. Mr. Ollendorff said he would
research the records to determine the reasons for this recommendation and to send
copies to Council and to Ms. Glickert. Ms Glickert wants Council to reconsider using the
bridge as a vehicular bridge.

EXECUTIVE SESSION:

Mayor Adams asked for a motion to go into Executive Session immediately after the
regular session in the second floor conference room, dealing with real estate and
personnel as pursuant to 610.021, paragraphs two and three Ms. Welsch moved to go
into Executive Session and Mr. Sharpe seconded. The roll call vote was as follows:
AYES: Ms. Colquitt, Ms. Brot, Ms. Welsch, Mr. Sharpe and Mayor Adams; NAYS: none.

ANNOUNCEMENTS:

Ms. Colquitt announced that on August 28, 2004, the Seventh Annual Soapbox Derby
Back-to-School function will take place in Heman Park, beginning at 10:00 a.m. at
Canton and Eastover and the picnic will begin at noon in Heman Park.

Mr. Sharpe commended University City in Bloom for the marvelous job they do in
making the City- parks, city, and neighborhoods - absolutely beautiful.

Ms. Brot thanked Mayor Adams for the explanations he provided to her at this evening's
meeting, commenting how much it had helped her. She commented also that she is
quite concerned that Council has not examined thoroughly the political sign ordinance.
She favors discussion to clarify the law prior to the November election and wonders
what the process would be to do this. Mayor Adams said a Study Session on this topic
is probably a good idea. Mr. Ollendorff added that political signs are part of the Zoning
Ordinance and State Law specifies that any changes in zoning ordinance must be
originated by the Plan Commission and advised her to send a memo to them on this
subject to put the process in motion. Due to a heavy meeting schedule, he does not
think it realistic to expect any change before the November election. There are
Page 17
