Session 1719, Minutes
April 13, 1998

AGENDA #5: KAUFMAN PARK - BUILDING AND PROPERTY LEASE:

The Friends of the Green Center have been hard at work preparing their plans for the
development of that site, including improvement of the building. The next step would
be to approve a lease. A draft has been prepared and Mr. Ollendorff has reviewed it
quickly and has sent it to the City Attorney for his review. Mr. Ollendorff believes the
concept is within the guidelines given by the Council several months ago, but there are
a number of details in the lease that remain to be worked out. Questions of insurance,
utilities, improvement costs, etc. At this time, he believes that the Council could direct
the City Attorney to prepare a bill, so that when an agreement is reached on the
language of the lease, it could be ready to act on at a near future meeting.

Mr. Sharpe moved approval to direct a bill to be prepared. Mr. Schoomer seconded the
motion, which carried unanimously.

BACK TO AGENDA #2 - TELECOMMUNICATIONS TOWER:

Mayor asked Council for a motion to put this question back on the agenda for the May
4th Council Meeting.

Mr. Schoomer moved to put the AT&T Telecommunications Tower on the May 4th
agenda. Mr. Lieberman seconded the motion, which carried unanimously.

CITY CLERK'S DOCKET:

BILLS FOR SECOND AND THIRD READINGS:

BILL NO. 8381: CITIZEN COMMENTS:

The Mayor called on several citizens who wished to speak on Bill #8381:

Wendy Katz, 8708 W. Kingsbury, wished it stated for the record, that she comes before
Council as a believer in U. City, and supports all that is good for this very special
constellation of neighborhoods, school district and government. Her heart would like to
believe that the proposed rezoning would serve this community well. She would much
rather be for something than against it, however her she knows to much about a story
about the history, about an ongoing behavior that has virtually been hidden in the glare
in the talk of increased revenues that would be generated by this proposed expansion.
We have been drawn into matters of zoning and rezoning without targeting the zoning
story that has been hurled so far away from this, that one might not find it, unless one
knew the history behind it. While we talk of bottom lines, let's include what is at the
bottom of the buyouts. Let's talk about good neighbors. Repeated acts of indifference
