Session 1936 <br />October 11,2004 <br /> <br />Council to approve a set of emergency/temporary rules to be used by the Committee <br />until such time as they can draft their own rules. In this way the next meeting, on <br />October 21st, can be run effectively. When a CALOP committee is reconstituted, the <br />members can formally approve a permanent set of operating procedures. She has had <br />the opportunity to be the liaison to the Traffic and Pensions Board and their staff liaisons <br />worked quite well with committee members. CALOP is particularly unique because they <br />deal with money and it is extremely important that this board functions appropriately and <br />productively. <br /> <br />Mr. Wagner spoke about appointments to CALOP and asked the City Clerk, Ms. <br />Forsythe, who was the next three Council appointments. Ms. Forsythe replied that it <br />was Mr. Sharpe, Mayor Adams and Ms. Colquitt, in that order. Mr. Sharpe has the <br />current appointment replacing Scott Giffen. <br /> <br />Councilmember Brot, who is a former member and chair of CALOP, indicated that even <br />though the group had no specific operating procedures it did function, loosely, and the <br />members did enjoy working together. She said that she had enjoyed working on <br />CALOP and only experienced problems with the current staff liaison on a few occasions <br />when this individual had to be reminded that they were not the Chair. <br /> <br />Mayor Adams cautioned the Council against this line of personnel questioning, saying <br />that this type of discussion should only be in executive session. Mayor Adams noted <br />that these new procedures were duplicating portions of the Council's Boards and <br />Commissions policy and were redundant. He also mentioned that there were portions of <br />the suggested operating procedures that required an ordinance revision and could not <br />simply be added to a list of temporary procedures to be considered legal. The City <br />Clerk clarified the Mayor's point that the Council's rules for boards and commissions <br />states that CALOP members have a term limit of two terms. The suggested rules of <br />procedure note that officers are to serve three terms, instead of two, yet 'non' officers <br />would still serve the two terms. She felt that this would be confusing to administer. A <br />member could be serving the normal term limits and then, after an election as an officer, <br />would be given an additional three terms, which would skew the original term limits. Mr. <br />Wagner stated that there are other individuals on other boards and commissions that <br />are allowed to serve much longer. The Mayor noted that this had not happened in a <br />very long time. <br /> <br />The City Manager indicated there would be an election on the CALOP committee in <br />November. He said that if the proposed modified term changes are adopted, then this <br />should affect the incoming chairperson, not the current one. <br /> <br />Mr. Wagner moved to adopt the temporary operating procedures as an emergency <br />measure only until CALOP members are up to full strength and are able to deliberate <br />and approve their own permanent rules of operating procedures.
