Session 1937
October 11,2004

consolidated for review by the Council and not "a pile of memos." Mr. Sharpe also
would like to see the driving range issue separated from the Master Plan; however, he
also expressed concern about funding and the location of the driving range. Mr. Sharpe
made a motion to remove the issue but Mayor Adams reminded him that there were
members of the public there to speak on the issue and to make a motion would deprive
them of this opportunity. Mr. Sharpe withdrew his motion.

Gabriel Feder, 7132 Amherst, noted the emergence of the issues in the discussion.
He questioned the need for a Master Plan based upon the current successful operation
of the Ruth Park Golf Course. He asserted that the Master Plan would change the "feel
and the flavor of the public space and called for clarity in the agenda of such a plan. He
sees the operation of the course as all ready successful and does not see why it should
be changed.

Acme Price, 8236 Balson, said he entertained the idea of a driving range eighteen years
ago and directed comments to some members of the City Council and to the City
Manager asking why there was a Master Plan for Ruth Park while there is not a Master
Plan for Heman Park or any other Park. He believes there should be master plans for
all parks. He said maintenance items should be treated differently as pointed out by Mr.
Wagner. He opposed the "privatization of Ruth Park into a commercial entity" and said
it is not supposed to be done. He espouses the facilities being free and open to all. He
hopes some Councilmember will challenge the City Manager by asking for a master
plan for every park before voting on any park. He said many citizens are opposed to
this plan and he will bring signatures to the Council Meeting in November to support this
position.

Curtis Paul, 747 Harvard Avenue, asked the Council to defeat plan for Ruth Park which
involve removing two of the golf holes to build a driving range. He also views this
initiative as "privatization." and he opposes it.

A,qenda Item # 6 - City Council 2005 Meetinq Schedule

Mr. Ollendorff recommends that Council change the regular meeting time to 6:30 p.m.
beginning January 2005 which appears to be more convenient for citizens and
members alike. He further recommended changing one meeting date from February 21
to February 14 due to the President's Day holiday. He believes the earlier starting time
will result in more citizens being able to attend for the full meeting, if they desire to do
so, as well as allowing the Council to conclude city business at a reasonable hour.

Mr. Wagner moved to approve the two changes and Ms. Brot seconded. Mr. Sharpe
asked if the change of date would result in moving from the third to the second Monday
of the month and Mr. Ollendorff said it would. He asked the City Manager to try to avoid
meetings on second Mondays in the future. Ms. Welsch would have preferred not
meeting on February 14; however.
Page 9
