Session 589, Minutes <br />February 1, 1960 <br /> <br />Page 19 <br /> <br />week on the plan presented before the City Plan Commission. <br /> <br />in response to question by Councilman Baris, Mr. Ziercher said he simply <br />feels that it might be advisable to test the feeling of the public as to <br />wheti~er or not it is feasible to go ahead with a Bond Issue at this time. <br />Mayor Kaufman said this may be considered in line with Mr. Ziercher's presenta- <br />tion. <br /> <br />BILLS FOR INTRODUCTION: <br /> <br />BILL NO. 5801 - CREATING UNIVERSITY CITY COI~ISSION ON HUMAN RELATIONS: <br /> <br />A bill was introduced by Councilman Tandler, entitled: <br /> <br />"A~~, OPd)INANCE CREATING A COI~IISSION TO BE KNOWN AS THE UNIVERSITY CITY <br />CC~R4ISSIOb~ ON HUMAN RELF~TIONS TO CONSIST OF NIi,IE MBFfBERS TO BE APPOI~]TED <br />BY TItE CITY COUNCIL Ai'~) ~I0 S~IALL SERVE WIT}IOUT COMPEIqSATIOIt." <br /> <br />The bill was assigned number 5801 and given its first reading. <br /> <br />Councilman Tandler said that inasmuch as this entire matter has received a <br />great deal of attention, he is wondering whether it would be possible to have <br />a substantial number of copies of the bill prepared so that anyone wishing <br />to review it within the next few days may have au opportunity to do so, and <br />make these copies available in the City Clerk's office. So was the order. <br /> <br />U~ERGROUND CONSTRUCTIO1,] (AIR ?~%ID SHELTERS): <br />Councilman Tandler stated that on January 15th, the members of the Council <br />received a memorandum from the secretary of the Civil Defense and Disaster <br />Relief Advisory Comittee asking the City Council to determine either through <br />the administrative forces or some other means as to the legality, or lack of <br />legality, of underground construction which might be in the area of building <br />lots not no~.~ally considered as buildable area, such as a front yard. Since <br />this involves an interpretation of the zoning ordinance, Councilman Tandler <br />said he wonders whether the Council would like to refer the matter to the City <br />Plan Commission for their interpretation. This was satisfactory to all members <br />of the Council, and so was tl;e order. Councilman Soule said he thinks that <br />the Director of Law should also furnish an opinion on this matter. <br /> <br />f~JOUPR~MENT: <br />On motion of Councilman Greeson, seconded by Councilman Soule, and unanimously <br />carried, the meeting adjourned at 11:29 o'clock P.M. <br /> <br />Francis d.
