Councilman Adams suggest- <br />ed that the amount be paid, but under protest. Councilman Lieberman said if this <br />amount is paid, he would like to see a statement from the Police Department attest- <br />ing to the benefit accrued to University City. If there is no benefit, or it is min- <br />imal, the budgeted amount should be cut. There was no second for Councilman Lieber- <br />man's motion. Councilman Adams moved that the funding for REJIS be paid under pro- <br />test. Councilman Kelley seconded the motion, which carried unanimously. <br /> <br />Barbara Brandon, 6701 Plymouth, wanted to know at which locations the traffic guards <br />were to be eliminated, and Councilman Lieberman said he would see that she gets a <br />copy of the Traffic Commission's recommendations. <br /> <br />Councilman Glickert moved that under Contractual Services, Section 8°09 Residency <br />Allowance, the individual amount be increased from $60 to $75 per month, an increase <br />(total) of about $7000 a year° Councilman Lieberman seconded the motion. Council- <br />man Kelley said he did not feel a $15 monthly increment would make any difference in <br />terms of incentive for police and fire officers to live in University City. The <br />motion was defeated by a vote of five to two. <br /> <br />There was discussion on Section 2020, Fire Department. Councilman Adams moved that <br />$5000 be added to Section 9°0 Provision for Salary Adjustment under Summary of Per- <br />sonal Services, to be used for increased pay for the Paramedics. Councilman Kelley <br />seconded the motion. It was ascertained that a 5% pay increase was already in the <br />budget, and Councilman Adams said he would like to see it increased another 5%. <br />Councilman Lteberman requested that Mro Ellman evaluate for the Council's benefit <br />the information given to them this evening by Mr. Rice, who spoke earlier, particu- <br />larly the wage comparisons° Councilman Kelley suggested that there be a detailed <br />study of the structure or chain of command of the Fire Department. There was some <br />discussion about whether or not the amount Councilman Adams was requesting was al- <br />ready in the budget in the contingency fund. Mr. Ellman said he would advise the <br />Council that if he felt there was a need for an increase, he would certainly recom- <br />mend one, and the amount in the contingency fund is $150,000. Councilman Adams said, <br />for clarification, that what he was trying to say is that while the administration <br />has made progress in improving the pay of paramedics, he feels it has not done enough., <br />Councilman Kelley agreed. <br /> <br />Councilman Lieberman recalled the recommendations made by the Fire Department Bond <br />Issue Committee for having a continuing fund in the regular city budget for replace- <br />ment of capital equipment, in addition to the amount that was included in the bond <br />issue. Mr. Lieberman said there did not seem to be any provision in the Five Year <br />Capital Improvements Program for replacement of large equipment for the Fire Depart- <br />ment. 1-ir. Ellman said the fire equipment may go through the next five years with- <br />out having to be replaced~ and it has traditionally been a bond issue item. Since <br />that part of the bond issue was defeated by the electorate, he has not provided for <br />it in this budget until he gets a message from the electorate or the City Council. <br />Councilman Lieberman moved that $50,000 be set aside in this year's budget as part <br />of a continuing fund to be used for replacement of large Fire Department equipment, <br />as a part of a Capital Improvements Program. Councilman Sabol seconded the motion. <br />Discussion followed° The motion was defeated by a vote of five to two. <br /> <br />There was brief discussion about Section 2030, Disaster Planning and Operations° <br />Mr. Ellman explained what the Communications and Safety Officer does. This depart- <br />ment was left as presented in the preliminary budget. <br /> <br /> <br />
