Session 1223, Hinutes <br />June 25, 1979 <br /> <br />Page 15 <br /> <br />Discussion continued on the various possible combinations of bills which Council <br />could enact this evening. It was finally decided to take a straw vote to determine <br />which bills Council wished to support. Councilman Lieberman suggested that the prop- <br />erty tax be set at 97¢, library tax at 35¢, pension plan 29¢ and bond retirement 48¢. <br />Upon roll call, the following vote was recorded: AYES: Councilmen Glickert, Lieber- <br />man and ~yor Mooney. I'~AYS: Councilmen Adams, Metcalfe, Kelley and Sabol. The mo- <br />tion was defeated four to three. <br /> <br />Councilman Adams suggested that the tax rate for property be set at 76¢ with the <br />other figures set out previously. The vote was as follows: AYES: Councilmen Met- <br />calfe, Lieberman, Adams and Mayor Mooney. NAYS: Councilmen Kelley, Sabol and Glick- <br />err. The motion carried four to three. <br /> <br />Councilman Kelley suggested that the property tax be kept at 55¢, the present rate. <br />The vote was as follows: AYES: Councilmen Kelley, Sabol and Metcalfe. }L~YS: Coun- <br />cilmen Glickert, Lieberman, Adams and Mayor Mooney. The motion was defeated four to <br />three. <br /> <br />Mayor Mooney then asked if Bill Nos. 7345 and 7347 should be rejected. Ail voted <br />Aye except Councilmen Kelley and Sabol, who voted Nay. <br /> <br />Councilman Adams said there was a non-substantive change which needs to be made in <br />Bill No. 7349 before it is read a second time. The Debt Service Fund (Section 3) <br />should be changed 48¢ to 47¢. This change was made as a result of the low interest <br />rate which the City received on the sale of $1,200,000 public improvement bonds. <br /> <br />It was then decided that the Council should try to get a reading on how the members <br />feel about reducing the utility tax either one or two percent. Councilman Lieberman <br />moved that the utility tax be decreased from 10% to 9%. Councilman Sabol seconded <br />the motion. Councilman Metcalfe said she felt the utility tax should be decreased <br />from 10% to 8%. Councilman Kelley concurred. Both feel this could be done because <br />of the large unappropriated surplus which the City has had for about the past three <br />years. Councilman Lieberman did not agree. He said that the City is in greater <br />danger of losing revenue this year than ever before. He cited inconsistent receipts <br />from the sales tax and the loss of the state sales tax on utilities. Mayor Mooney <br />said he was also in favor of the 1% reduction. Upon roll call, the following vote <br />was recorded: AYES: Councilman Sabol, Glickert, Lieberman and Mayor Mooney. NAYS: <br />Councilman Adams, Metcalfe and Kelley. The motion carried by a vote of four to three° <br /> <br />Councilman Metcalfe said, for the record, that had the previous motion been defeated, <br />she, Councilman Adams and Councilman Kelley would have voted to reduce the utility <br />tax 2%, not leave it as it was. <br /> <br />Mayor Mooney then asked if Bill Nos. 7351, 7353, 7355 and 7357 should be rejected. <br />All voted Aye except Councilman K~_~ley and Councilman Sabol. <br /> <br />BILLS, FOR SECO3~D RF~INq <br /> <br />BILL NO. 7349 - ORDERING THE LEVY AND FIXING THE RATE OF TAXES TO BE COLLECTED IN <br />UNIVERSITY CITY FOR THE FISCAL YEAR 1979-80, TO PROVIDE FOR THE GENk~AL REVENUE, TO <br />PROVIDE FOR THE ESTABLISHMENT AND MAINTENANCE OF A FREE PUBLIC LIBRARY AND READING <br />ROOM, TO PROVIDE FOR THE PAYMENT OF INTEREST AND THE ESTABLISHMENT OF A DEBT SERVICE <br />FUND FOR ALL OUTSTANDING BONDS OF THE CITY, AND TO PROVIDE FOR A POLICE AND FIREMEN'S <br />RETIREMENT FUND. <br /> <br />Bill No. 7349 was given its second reading. <br /> <br /> <br />
