The bill was assigned number 7080 and given its first reading. RESOLUTION: ~yor Kaufman called attention to a Resolution authorizing execution ofa Commur~ity Development Block Grant Agreement. The City ~anager said the City is being asked to adopt this Resolution as drafted and apparently the City will receive money in due time. Councilman Lieberman stated that the letter which had been sent to I~yor Kaufman, dated June 9, 1975 from the St. Louis Area Office of I-~D, (copies of which had been sent to members of the Council) is not clear to him, and he would appreciate having a run do~,m by the administration as he is interest- ed in how the administration interprets the letter. ~s. l~rgo Decker, Assistant Director of Planning, was invited to comment. She said she believes that the City is under pressure to include subsidized existing housing during the first year of the Community Development Act Program. Councilman Lieberman moved adoption of the Resolution. Motion was seconded by Councilman Grimm and unanimously carried. A copy of the Resolution is attached hereto and made a part of the record. STOP SI~,] - JACKSON: Councilman Adams stated that the Traffic Commission had submitted a recom- mendation to the Council dated December 19, 1974 with regard to the matter of a Stop Sign on Jackson. He said it appears that no action has been taken up to this time, and he suggested that this should be brought to a conclu- sion. The City Manager will check into this. PROPOSED BUDGET: The City ~.~nager said that l!r. Ellman has submitted some sheets on the Bud- get which bring some things up to date and some specific recommendations (most of which he, the City I~nager concurs in); however, there are still estimates on revenues that the administration is not at all certain about and will be getting the information this week. ~ said the Council has very out-of-date information as to what the current fiscal year ending deficit will be because many things were purchased out of the current budget which had not been anticipated. He said the budgetary material which the Council
