CITY COUNCIL STUDY SESSION <br /> <br />MAY 2, 1998 <br /> <br />At a study session meeting of the City Council of University City held in the Library Board <br />Room on Saturday, May 2,1998, Mayor Joseph L. Adams called the meeting to order at 9:00 <br />a.m. In addition to the Mayor, the following members of the Council were present: <br /> <br />Mr. Wayne I. Munkel <br />Mr. Larry Lieberman <br />Mr. Paul E. Schoomer <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also present was City Manager Frank Ollendorff, Assistant City Manager Gregory Rose. <br /> <br />AGENDA NO. 1 - GOVERNMENTAL LIABILITY: <br /> <br />The sense of the Council was to direct the City Manager to write Senator Goode and Sims a letter <br />stating the City's position regarding governmental liability. Caps would be alright, to a <br />reasonable level, but no to joint and several liability and unlimited medical bills. <br /> <br />AGENDA NO. 2 - POLICY FOR TRAVEL: <br /> <br />The sense of the Council was to consider raising the Council travel budget and making the <br />decision at the upcoming budget study meetings. <br /> <br />AGENDA NO. 3 - INCREASING THE PURCHASE APPROVAL BY COUNCIL TO $10.000: <br /> <br />The sense of the Council was to allow the City Manager to approve all purchases up to $10,000. <br />Purchases $10,000 and more or not in the budget will need to be brought before Council for <br />approval. The City Manager was directed to prepare legislation. <br /> <br />AGENDA NO. 4 - ADULT BUSINESS REGULATION: <br /> <br />The sense of the Council was to keep an eye out on this issue, but not to pursue regulation at this <br />time. <br /> <br />AGENDA NO. 5 - MEMORIALS FOR CITIZENS: <br /> <br />The sense of Council was to encourage living memorials to city residents, with guidance from <br />City Forester, such as trees, groves and gardens in city parks with appropriate non-obtrusive <br />markers, e.g. park benches. A second method would be by accreditation plaques to individuals <br /> <br /> <br />
