- Page 14

Special Session 869, i~nutes
June 26, 1967

to the community at large that the City has this very painful blockbusting
problem, which in and of itself has a very deleterious effect~ he must be
constrained to foll~ the majority and vote in favor of this Ordinance. He
said he would like to make it clear on the record that the original bill
which he introduced, which was a licensing bill, which was subsequently
very ably modified by Councilman Woods, was his real first preference.

Councilman Lieberman called attention to Section 2, subparagraph (b) of
Bill No. 6403 As Amended and said the thought had occurred to him that the
very small paragraph which reads, "It (The University City Commission on
Human Relations) may ascertain the names and addresses of ~.1~ real estate
brokers and real estate salesmen acting as such within the City ~ whether
it might be advisable to place an explanatory note at that point and putting
in something of this nature: ':May ascertain the names and addresses of
brokers and ~alesmen within the City for the purpose of creating and sus-
taining a communication link between the City and the members of this pro-
fession who elect to do business therein." He said with this direction at
the H,~n Relations Commission, by changing the word :'shall:~ to ~'may" the
Council gave them the perogative of proceedin~ to use the manpower as they
see fit - which they had asked for - and he is wondering if it might be wise
to put in those words so they would know the intent of this paragraph - not
just to put pins in each one of the real estate brokers and salesmen acting
as such, but for the purpose as he outlined.

}~yor Iiaufman suggested that the Council adopt the bill and then submit this
information to City Counselor l~rris for his opinion as to whether it is
appropriate~ and if it is~ the ordinance can be amended at any time.
Councilman Lieberman indicated this was agreeable.

Councilman Epstein moved that Bill Mo. 6403 As Amended be adopted as an
Ordinance. ~otion seconded by Councilman Lieberman. Upon roll call, the
following vote was recorded: AYES: Councilmen Lieberman~ floods, Grimm,
Bamburg, ~pstein, Katzen and ~yor ~aufman. NAYS: None. ABSENT: None.
The motion therefore carried and Bill No. 6403 As Amended was adopted as
Ordinance No. 4312.

BILLS FOR ~IRD PJ$~DING:

BILL NO. 6317 - AUZItORIZI~G CITY 'i'hMiAGER TO ENTER INTO CONTRACT WI~I
~ffSSOURI STATE HIGHWAY CO~!ISSION PERTAINING TO I.~kINTFZ~ANCE OF I~NNER BELT
EXPRESS};AY:

Bill No. 6317 - Deferred.

BILL NO. 6396 - ORDERING ~IE LEVY AkrO FIXING THE RATE OF TAXES:

Bill No. 6396 was given its third reading.

Councilman Lieberman moved that Bill No. 6396 be adopted as an Ordinance.
Motion seconded by Councilman Woods.
