Page 2 <br /> <br />Session 868, Hinutes <br />June 19, 1967 <br /> <br />CITY 1,~%NAGER'S REPORTS: <br /> <br />PUBLIC HEARING - PROPOSED FIVE A~D~IDI~NTS TO THE ZONING CODE: <br /> <br />City Ymnager Henry stated that a public hearing had been scheduled for <br />June 5, 1967, to consider five amendments to the Zoning Code requested <br />by the Urban Renewal Authority, but due to circumstances the public hear- <br />lng had been continued to this evening. Briefly reviewing the matter, the <br />City ~anager said that the City Plan Co~tssion has recommended that the <br />five items be approved. <br /> <br />Upon inquiry by Mayor Kaufman whether any member of the public desires to <br />be heard on any of the proposed changes, there was ~;o response; <br /> <br />The Mayor invited Mr. Samuel Dardick, Planning Consultant for the Land <br />Clearance for Redevelopment Authority, to come fo~ard. Mr. Dardick dis- <br />cussed each of the proposals in detail and answered questions propounded <br />by members of the Council. <br /> <br />Mayor Kaufman again asked whether any member of the public desired to be <br />heard on this matter and there was no reply. The Mayor concluded the <br />public hearing at 7:50 P.M. <br /> <br />SPRING FESITVAL: <br />City ~nager Henry suggested that since }ir. Laurent Torno, Jr. (who was <br />the Spring Festival Chairman) is not present, agenda item number 2 be <br />postponed until later this evening. It was so ordered. (See page 3) <br /> <br />RESOLUTION FOR NATIONAL LEAGUE OF CITIES IN SUPPORT OF A NEIGHBORHOOD <br />SERVICE BLOCK PROGR~/I TO CITIES: <br /> <br />City Manager Henry said this is really a matter preparatory to the <br />Municipal Congress of the National League of Cities to be held in Boston <br />in July. Me said the resolution is an outgrowth of further studies on <br />the program and report labeled A Tax Sharin8 PI_aD fo~ al~ Cities over <br />50,000. This proposal was presented to the National League of Cities in <br />April and in the meantime ~.lr. Allen Tomey and Dr. Paul Metz of St. Louis <br />University have been assisting in further exploration and study of such <br />proposals and a revised and superior plan has been developed. He said it <br />is suggested that the Council adopt a supporting resolution to be pre- <br />sented to the National League of Cities for their consideration and in <br />the hope that all cities of any size, as well as University City, would <br />be in a position to benefit from such a program as a result ultimately <br />of Congressional action. <br /> <br />In a comprehensive review, the City flanager discussed various phases of <br />the need for the proposal and the benefit to be derived, along with the <br />proposed program of implementation. He explained details of Tables I and <br />II which were attached to the Resolution. There was discussion and <br />numerous questions propounded by members of the Council were answered <br />by the City Manager. <br /> <br />Councilman Woods expressed the view that this is certainly a worthwhile <br />approach and she said she would like to see the Council move to approve <br />this Resolution and to aid in whatever way it can to further it. She <br />moved accordingly. Motion seconded by Councilman Bamburg. <br /> <br />Discussion continued and explanations of points raised were made by the <br /> <br /> <br />
