Session 868, Minutes
June 19, 1967

Page

is there a Business License Committee of the Council and under what
conditions does it act. The City Manager said the Council does have
such a committee and there are a number of items - in addition to the
General Installation Company there is the Automatic Canteen problem -
which the committee would do well to review.

I, Myor Kaufman said he thinks it would be well for the committee to meet
with ~lr. Ellman and City Counselor Morris and discuss the problems. The
City Manager indicated he would set up a meeting.

MEETING OF COUNCIL WITH COi,~4ITTEE ON YOUTH:
In response to an inquiry by Councilman Woods, the I~yor stated that the
Council is to meet with the Committee on Youth tomorrow night on the
second floor of the City Hall, at 7:30 P.M.

REGIONAL INDUSTRIAL DEVELOPMENT CORPORATION:
Councilman Epstein asked whether the Council can discuss the Regional
Industrial development Corporation matter tomorrow night (following a
meeting to be held with the Committee on Youth) or whether another time
would be preferable. The City Manager said if the meeting on the matter
of youth services is not too long, and foll~.~ing discussion of the budget,
perhaps the Council can get to the question of the RIDC. Councilman Bam-
burg indicated he will not be in attendance tomorrow night as he is going
to attend a neighborhood association meeting.

IGNITION KEYS - CAR THEFTS:
Councilman Lieberman said he noticed in a recent newspaper account that
the Overland Chief of Police had provided a couple of ordinances con-
cerning automobile drivers, drivers of two and three wheel vehicles,to
the effect that the police are authorized to remove ignition keys from
unattended vehicles and take the keys to the Police Station - any person
leaving the keys may be charged with a misdeameanor and can be fined
$100 or given a three month Jail sentence. He said the question he
would like to raise is whether there have been as many car thefts in
University City that the Council ought to be concerned about this.

City Manager Henry indicated the figure is about 75 cars a year - the
City has some 20-odd thousand cars licensed here, but, of course, there
are all sorts of cars that come in and out and it doesn't matter where
it is from it is recorded as an incident here.

Councilman Lieberman said if Police Chief Damos feels this sort of con-
trol would help him control car thefts perhaps the Council ought to ex-
amine it more closely.

ADJOURNMENT:
On motion of Councilman Bamburg, seconded by Councilman Epstein and
unanimously carried, the meeting adjourned at 10:32 P.M.

City Clerk
