Session 1942

MINUTES OF THE UNIVERSITY CITY COUNCIL

December 11, 2004

At a special meeting of the City Council of University City held in the EOC Room, on
December 11, 2004, Mayor Joseph Adams called the meeting to order at 8:30 A.M. In
addition to Mayor Adams, the following members of Council were present:

Ms. Cassandra Colquitt (departed at 9:50 a.m.)
Mr. Robert Wagner
Ms. Francine Brungardt
Ms. Stefany Brot
Ms. Shelley Welsch
Mr. Arthur Sharpe, Jr. (arrived at 9:10 a.m.)

Also present was City Manager, Frank Ollendorff.

The purpose of this meeting was to discuss:

1. The Public Hearinq relatin.q to 7201 Balson Planned Development Conversion.

Mr. Ollendorff said there were two public hearings on the proposal to rezone property at
7201 Balson. The Plan Commission recommended approval of the rezoning. This is
the second opportunity for comments on this proposal. A bill has been prepared and
can be re-introduced following the public hearing.

Ms. Claudius Nunn, 7206 Dorset Avenue, commented that there is neither condominium
nor three-story buildings in this area, from Delmar to Olive Boulevards and she asserted
that the planned building would be out-of-place. She objected also to car exhaust fumes
from parking. She questioned also how water pressure would be affected by the
multiple dwelling and noted there have been problems there in the past. A three-story
building will block the view in all directions, she asserted, and increased dwellings will
increase parking problems resulting from a larger volume of traffic. She asked how this
will affect the school system.

Mr. Ned Amos, the developer and also a master plumber himself, responded first to the
question about water pressure, and said it would not be affected because there is a
large system in the area and that the pressure was actually excessive in University City
and needed to be reduced, rather than enhanced. The two-bedroom units target clients
who are young professionals or single parents with one child, in an effort to control the
number of tenants and the amount of traffic. He does not believe that ten families will
contribute more increased traffic than a regular business would. Mr. Amos invited
persons with questions to contact him directly.
