Special Session 1942
December 11,2004

Mr. Ollendorff said the City Council would receive advice from the City Attorney in the
Executive Session and that it needed to be confidential.

SPECIAL MEETING RESUMED AT 9:50 A.M.

Mayor Adams announced that the special meeting had resumed and asked the City
Clerk to note that Councilmember Arthur Sharpe, Jr., had arrived and that
Councilmember Cassandra Colquitt had left but would return later.

THIRD READING OF BILL NUMBER 8748:

APPROVING A FINAL SUBDIVISION PLAT OF A TRACT OF LAND TO BE KNOWN
AS "BOUNDARY ADJUSTMENT' AND SUBDIVISION PLAT OF PART OF LOT 32 OF
CENTRAL SUBURBS SAINT LOUIS COUNTY, MISSOURI AND LOCATED AT 7823
GREENSFELDER AND THE WESTERN 18 FEET OF 533 WARDER. (Held over from
12106104)

The bill was read for the Third time.

Councilmember Welsch moved to defeat this ordinance because she does not believe
the ordinance standards have been met. Ms. Brot seconded the motion.

Ms. Welsch conveyed a comment to the Council from Councilmember Colquitt who had
to leave. Ms. Colquitt does not oppose developing the tract of these two houses, but
she does not feel the MSD plan meets the criteria of the ordinance and she is
concerned because there have been other problems with MSD in the past. She wanted
this to "go on record."

The roll call vote to defeat was as follows: AYES: Ms. Brungardt, Mr. Wagner, Ms. Brot,
Ms. Welsch, Mr. Sharpe and Mayor Adams. Ms. Colquitt did not vote because she was
not present when the vote was taken. The vote passed with six "AYE" votes. Bill
Number 8748 was defeated.

ADJOURNMENT

Mayor Adams declared the special meeting adjourned at 10:10 a.m. and announced
that the City Council would go immediately into a Study Session on the Second Floor in
Room Six of City Hall.

Leisha Meine-Forsythe, City Clerk
Page 3
