Study Session 1943 <br />December 11,2004 <br /> <br />about the energy efficiency of the building ensued. Mr. Ollendorff explained to Council <br />that the sprinkler system would be placed strategically in the first and second floors so <br />as to not harm the historic nature of these floors. <br /> <br />3. Procedures for proposals <br /> <br />After discussion, it was determined that economic development proposals be allowed to <br />be fully discussed and disclosed at TIF, IDA and LCRA meetings, where appropriate. <br /> <br />4. Council information <br /> <br />Mr. Wagner said he would submit a list of categories and ask that packet information be <br />sorted and arranged under these headings, then survey the Council as to which of the <br />categories they wanted to receive. Mr. Ollendorff asked Councilmembers if they want to <br />receive all the information currently received? Ms. Brot commented that she read <br />everything and appreciates the information. The question was raised about reading the <br />school board minutes and it was acknowledged that they are generally not read and <br />could be omitted. It was also the sense of the Council that the packets now be sent on <br />Thursdays instead of Fridays, so that each member has plenty of time to review the <br />materials prior to the meetings. <br /> <br />5. Succession planning <br /> <br />Councilmember Brungardt said not all were present when she suggested the Council <br />plan for the succession of the next City Manager as charged in the City Charter. Today <br />she suggested creating a subcommittee to initiate discussion about responsibilities of <br />the Council and to determine a transparent means to ensure a "healthy" transition. She <br />has no time limit in mind. Mr. Ollendorff said that he appreciated the subject and that it <br />is entirely appropriate to bring it up. He urged the Council to have the first discussion in <br />Executive Session as a personnel matter to determine the process and its details. <br />Once that process is underway, the City Charter does give the City Manager the <br />responsibility to advise the Council on an issues of importance relating to the transition. <br />He said he sees his duty as contributing to the discussion, but that the decision is that of <br />the Council. <br /> <br />Mr. Wagner agreed that this is an important issue and as a procedural matter needs to <br />be dealt with, also agreeing to discuss it in Executive Session. He added that in the <br />past a subcommittee of three has been appointed for this purpose and suggested that it <br />be done this way. Mayor Adams wants that first meeting to occur before the <br />subcommittee begins its work, so that a direction and a purpose are understood. Ms. <br />Welsch also supports the idea of a subcommittee but asserts that if it were formed and <br />they attend the first Executive Session meeting it would be helpful to have an initial list <br />of considerations. Mr. Ollendorff said that even the discussion to initiate a committee <br />has repercussions in the community and amongst the City staff which are better <br /> Page 3 <br /> <br /> <br />
