SESSION 1722 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />MAY 11, 1998 <br /> <br />At a special budget study meeting of the City Council of University City held in <br />the Emergency Operation Center of City Hall on Monday, May 11, 1998, Mayor <br />Joseph L. Adams called the meeting to order at 7:00 p.m. In addition to the <br />Mayor, the following members of the Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Wayne I. Munkel <br />Mr. Robert G. Wagner <br />Mr. Lawrence Lieberman <br />Mr. Paul E. Schoomer <br />Mr. Arthur Sharpe, Jr. <br /> <br />Also present was City Manager Frank Ollendorff, Finance Director Willie <br />Norfleet and Assistant to the City Manager Gregory Rose. <br /> <br />The 1998-99 budget was the only subject discussed. <br /> <br />BUDGET MESSAGE: <br /> <br />The City Manager referred to page A-2, where he noted that the Library is <br />asking for a .02 increase in their property tax rate, which would bring the total <br />Property Tax Rate up to $1.00. This has been the third year that property <br />taxes have been kept at a $1.00, but there are no guarantees that this rate will <br />or can remain permanent. Mr. Schoomer asked if the City Manager would <br />check to see if this increase for the Library would exhaust their statutory limit. <br />Mr. Ollendorff directed Council to page A-3 next. Mr. Ollendorff pointed out <br />that the sub-items under Intergovernmental Aid are all based on population. <br />Over 40% of the budget is per capita taxes. He stated that our 2000 problem is <br />not computers and dates, but that the census will take place. He stated that <br />since the City was not growing as rapidly as the rest of the County, our share <br />of these per capita taxes will decrease with our, by some estimates, decreasing <br />population. The City Manager therefore, would like to be very careful in not <br />spending right up to the limit. Council agreed. The Mayor suggested that <br />higher density development should be encouraged. Mr. Lieberman reminded <br />Council of the problems with the last census, that it was felt it was not done <br />correctly and he wants to make sure this next one is done right. Mr. Ollendorff <br />said that University City wasn't the only urban community to be undercounted. <br />Mr. Schoomer said that, through a session with the Municipal League, he was <br /> <br /> <br />
