Study Session 1944
January 10, 2005

A,qenda Item No. 6 - Liquor License - 6665 Olive Boulevard

Mr. Wagner moved to add this to the agenda and Ms. Colquitt seconded the motion,
which passed unanimously.

An application for a license to sell all types of alcoholic beverages by the drink at the
Caribbean Sun Jamaican Restaurant has been received and may now be approved by
the City Council. Staff review finds that the applicant meets all ordinance requirements
and the location has not presented any problems in terms of alcoholic beverages sales
under former owners. The applicant has been cleared by the Police Department for
issuance of this license, so Council may approve this issue.

Mr. Ollendorff said this is an application to transfer to a new owner. The owner appears
to meet all City ordinance requirements. The location has not proved problematic in the
past and the applicant has a clear record. He overlooked this item and that is why it
was not added to the Agenda previously. He asked the Council to approve it.

Mr. Wagner moved approval and Ms. Colquitt seconded the motion, which passed
unanimously.

Mr. Ollendorff reported that Councilmember Welsch asked that the following item be
added to the agenda:

A,qenda Item Number 7 - Forminq a Task Force on Cell Phone Towers

Mr. Wagner moved to add this item to the agenda and Ms. Brot seconded the motion,
which carried unanimously.

Ms. Welsch asked that the City Council consider the formation of a citizen task force on
cell phone towers in University City. She first brought this request to the Council's
attention last July and action was delayed at the time. There was a Public Hearing on
the issue in October or early November when citizens spoke on both sides of the issue
of the proposal of a tower in Heman Park. Out of that came the suggestion to set up a
citizen's task force to examine questions and issues emanating for cell phone uses
since the original ordinance was written in 1997. One citizen requested this matter be
sent to the Plan Commission, which was done, but the Commission delayed action on it.
She will support the Council's decision on what avenue to take, but personally supports
the task force because the Plan Commission is especially busy with the comprehensive
plan update and she feels that this issue is best studied by citizens with time and
expertise to conduct research. If the decision is to forward it to the Plan Commission,
she hopes that her concerns, as expressed in a memorandum, will be forwarded to that
body.

Page 10
