He asserted that his <br />viewpoint was that we were not going to move forward with that until we had a meeting <br />of the entire body in Executive Session. Mr. Wagner said that the Mayor was not <br />correct. Mr. Wagner clarified that it was kind of muttered at the end of the meeting, but <br />his clear recollection was that several of the Councilmembers confirmed that we wanted <br />to move ahead with the subcommittee and the last thing asked for was that the <br />subcommittee be appointed. <br /> <br />Mr. Wagner moved acceptance of the minutes with those changes. Mayor Adams <br />asked that it be noted that he disagreed with that portion because he didn't believe it <br />was correct. Ms. Welsch seconded the motion and also asked the City Clerk if there is <br />a tape of the session. The City Clerk affirmed that there was. Mr. Wagner said he would <br />change if the tape shows otherwise but the collective memory was that the Council was <br />going to move ahead with a subcommittee. Ms. Brot said that there were very few of <br />the Council there and the ones that were there didn't recall this consensus. Mayor <br />Adams responded that is why he doesn't believe that setting a subcommittee prior to <br />the executive session is the proper form to establish anything until all members of the <br />Council can be present to make that decision. Ms. Brot said that the rest of the Council <br />understood what the Mayor wanted, but there wasn't a consensus because those <br />remaining did not feel the same way. <br /> <br />Mayor Adams believed that the person typing up the minutes received the same sense <br />from the discussion. He said that when the Council does get to this issue he has some <br />questions with concerning the correct direction to go. Mr. Wagner asked the City Clerk <br />to transcribe that portion of the tape and send it to the Councilmembers and if there is a <br />difference these can be brought back before Council. <br /> <br />Ms. Welsch seconded the motion to approve the minutes as modified. The motion <br />passed with six AYE votes and with the Mayor voting NAY. <br /> <br />APPOINTMENTS/REAPPOINTMENTS <br /> <br />Mayor Adams moved to appoint Jonathan Galloway, 761 Heman Avenue, Apartment <br />3N, to serve an unexpired term on the CALOP Commission, ending September 9, 2007, <br />and Mr. Sharpe seconded. <br /> <br />Ms. Brot commented that as the former chairman of the CALOP Commission and as a <br />Councilmember very interested in the direction the commission is taking, she thinks it is <br />very important to have someone appointed who has lived in the City more than two <br />months. Mayor Adams pointed out that his residence was longer than the date shown <br />on his application and added that his appointment was as a result of his expertise.
