Study Session 1944 <br />January 10, 2005 <br /> <br />wait while the City Clerk transcribes the minutes from the study session before moving <br />ahead with this. Discussion as to what Mr. Wagner actually wanted stricken from the <br />paragraph followed, and Mr. Wagner said that his intention with his amendments were <br />so the committee could be comprised of any number of members and not just three. <br /> <br />Ms. Welsch said she knows why the Mayor favors a committee of the whole, but that <br />she would probably not be an active member of one herself, because of other <br />commitments and time constraints. She prefers the alternative suggested by Mr. <br />Wagner and Mr. Sharpe to allow more than three members, but as many as want to <br />serve could do so. <br /> <br />Mr. Sharpe agreed with Mr. Wagner's suggestion, with those who want to serve, <br />serving. Mayor Adams agreed but reiterated it should be a committee of the whole, with <br />those who want to participate, doing so, not a partial committee. Ms. Welsch asked for <br />clarification on the composition of a committee of the whole, and was advised that it <br />differed from the other because it was not exclusionary. To potentially exclude any <br />member of the Council from this decision, the Mayor believes, is wrong and is <br />prejudicial. Every member of the Council should be able to participate and not be <br />excluded. <br /> <br />Ms. Welsch asked for further differentiation between what Mr. Wagner proposed and <br />what Mayor Adams described. Mayor Adams does not want anything written which <br />excludes the committee of the whole and he then provided additional details of what this <br />means. Ms. Welsh then added that the concern for exclusion was dealt with in Mr. <br />Wagner's amendment and she believes that it invites all Councilmembers to attend. If <br />there is another meaning of "council of the whole" that she is not aware of she will defer <br />to those colleagues who have served longer on the Council. Mr. Wagner said <br />that"exclusion" was a misinterpretation of what the subcommittee is. It is not to make <br />decisions but to make recommendations, conducting research only to report to the <br />committee as a whole. Any decisions made would be discussed, in executive session, <br />of the entire Council. There is not exclusion and it is absolutely transparent. <br /> <br />Mr. Sharpe said he thought it was a matter of semantics and that everyone was saying <br />essentially the same thing. Mr. Sharpe sees Mr. Wagner's statement as including all <br />Councilmembers, with no exclusions, as invited to participate. Mayor Adams said that it <br />does not say that at all. Mayor Adams and Mr. Wagner continued to debate the <br />meaning and limitations of the Resolution as written, with Mayor Adams asserting that <br />the words "committee of the whole" should be included. <br /> <br />The roll call vote was as follows: <br /> <br />The City Clerk resumed the roll call vote; AYES: Ms. Colquitt, Ms. Brungardt, Mr. <br />Wagner, Ms. Brot, Ms. Welsch and Mr. Sharpe and Mayor Adams.
