Session 1724, Minutes <br />May 18, 1998 <br /> <br />Mr. Wagner said that there has been a long running feud with the cable company in <br />regards to CALOP. Mr. Wagner asked Mr. Rose if TCI will support CALOP and if there <br />will be money for CALOP. Mr. Rose said that it was included on the current franchise <br />agreement. He said that we were still aggressive in trying to insure that it will be <br />included in ongoing franchise agreements with TCI. TCl has indicated concerns with <br />financing CALOP, but the City continues to say that's ok, we have concerns about you <br />as well, and it continues to be financed. Mr. Wagner asked if we were asking for the <br />same or increased support for CALOP. Mr. Rose said that the process for reviewing <br />the franchise agreement has been started by staff. They provided TCI with some <br />legislation, which will be proposed to the City Council, but they have yet to receive their <br />comments on it. CALOP will be a big part of that in negotiating with them. Mr. Wagner <br />thanked Mr. Rose and requested the City Manager to include a statement, in the letter, <br />of University City's continuing support for the CALOP concept and that we expect them <br />to go along with us. <br /> <br />The motion carried six to one. Mr. Munkel voted NAY. <br /> <br />PERSONNEL REPORT: <br /> <br />Mayor Adams noted receipt of the personnel report for the week ending May 15, 1998. <br /> <br />APPOINTMENT: <br /> <br />Mr. Wagner moved the appointment of Ms. Traci Moore, 7263 Balson, to the Municipal <br />Commission on Arts and Letters for a term ending January 2, 2002. Mr. Schoomer <br />seconded the motion, which carried unanimously. <br /> <br />CITIZEN COMMENTS: <br /> <br />Ms. Elsie Glickert wished to congratulate Ms. Colquitt on her successful election and <br />wished her good luck. She wished to speak about the Ackert walkway and to the fact <br />that she had heard that the dolphins were to be removed. The pool is very shallow and <br />should be landscaped with flowers and shrubs. The dolphins should not be destroyed, <br />because they are still very attractive. There is also a planter box in there, behind the <br />high-rise apartment building, that has no flowers in it. She believes it would add <br />needed color and bring a great deal of joy to the Senior Citizens that live in that <br />building. In 1993 through 1995, during the floods, arborists warned us that our trees <br />would be damaged. The trees have suffered because of all the high moisture, which is <br />the reason she asks for additional maintenance money for them. She also asked for <br />consideration of support to the City of Florissant, because they are bringing a law suit <br />against the real estate dealers for steering. She said that we had been pretty wimpy on <br />this. Mayor Adams said that we had been assisting the City of Florissant with this. <br /> <br /> <br />
