Session 1946 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />January 29, 2005 <br /> <br />At a Study Session of the City Council of University City held in the Second Floor <br />Conference Room, on Saturday, January 29, 2005, Mayor Joseph Adams called the <br />meeting to order at 9:00 A.M. In addition to Mayor Adams, the following members of <br />Council were present: <br /> <br />Ms. Cassandra Colquitt <br />Mr. Robert Wagner <br />Ms. Francine Brungardt <br />Ms. Stefany Brot <br />Ms. Shelley Welsch <br />Mr. Arthur Sharpe, Jr. <br /> <br />AGENDA <br /> <br /># 1. Overview of Storm and Sanitary Sewer Issues <br /> <br />The City Manager began his overview of the "water-related" problems and then updated <br />the Council on a number of specific and recent and near-future projects relating to this <br />issue. He mentioned flooding and erosion problems dating from the 1980's and how the <br />Council at that time determined to do everything possible to fix any problems. Since <br />then, there have been a number of projects which fixed temporarily or permanently <br />these problems. The main goals were protection against flooding and corrosion, which <br />caused danger to lives and damage to property. Mr. Wagner added that this was a <br />daunting task which required years of attention. Mayor Adams said it was put on the <br />ballot at that time, but failed. Attention was focused upon the River but certain <br />neighborhood experienced extreme difficulties from sewer back-up from rain flooding <br />the River and storm sewers. At both ends the overflow by the River, MSD allowed the <br />"tops to pop" to relieve the water, but the result was that storm water ended up carrying <br />sanitary sewage into the River. The partial cure for one problem led to another one. At <br />the up stream end of the sanitary sewers, there were five of six neighborhoods that <br />were especially hard-hit with this problem. MSD solved this problem and there have <br />been no complaints from one specific area for ten years. The areas around Tulane and <br />Balson have the problem of rain falling on private property entering the sanitary sewer <br />instead of the storm sewer and backs up in basements. MSD is working there. The <br />Wilson area has the same problem, but there is another problem of being hit by River <br />flooding. <br /> <br />The east side has storm water from the River flooding their properties at lower levels, <br /> <br /> <br />
