Ms. Colquitt introduced Bill Number 8755: <br /> <br />AN ORDINANCE AMENDING CHAP 34-22 OF THE MUNICIPAL CODE, ZONING <br />DISTRICTS ESTABLISHED, THEREBY ESTABLISHING A NEW ZONING MAP SO <br />AS TO CHANGE THE CLASSIFICATION OF PROPERTY AT 6668 VERSON <br />FROM "lC" INDUSTRIAL COMMERCIAL DISTRICT TO 'PD-R" PLANNED <br />DEVELOPMENT RESIDENTIAL; AUTHORIZING A RESOLUTION AND SETTING <br />THE PERMITTED USE; CONTAINING A SAVINGS CLAUSE AND PROVIDING A <br />PENALTY. <br /> <br />Mr. Ollendorff said there is an error in this Bill and noted the needed corrections. <br />It will have to be amended next week. He asked the Council to turn to page two, <br />section four. The words "conditional use permit" should be crossed out, he stated. <br /> <br />The Bill was read for the first time. <br /> <br />3. Ms. Welsch introduced Bill Number 8756: <br /> <br />AN ORDINANCE APPROVING FINAL SUBDIVISION PLAT OF A TRACT OF LAND <br />TO BE KNOWN AS '501 NORTH JACKSON SUBDIVISION" AND LOCATED AT <br />501 JACKSON. <br /> <br />The Bill was read for the first time. <br /> <br />Eric Schmitt, 168 North Meramec, Suite 400, Clayton, and an attorney representing <br />Miracle Design Build and an application to subdivide a property at 501 North Jackson <br />into two lots. He was accompanied by Jim Holtzman, of Miracle Design Build, and Jane <br />Kaplan, the current owner of the property. Since all City requirements have been met, <br />they want to proceed with the project. There are issues of trees to be considered. He <br />came to answer any questions. <br /> <br />Brigitta Toth, 7416 Washington Avenue, opposed the subdivision of this property, the <br />proposal and how it will impact the immediate surroundings. She commented that <br />notice of the Plan Commission meeting on December 22, 2004, were received too late <br />to attend or not at all. Her reasons for opposing the plans are: how it will dramatically <br />change the character of the neighborhood in Jackson Park Subdivision; how it will <br />disturb the urban forest and the aesthetics of the area; how it will traumatize the <br />fourteen trees on the property and affect their value. She believes it will set a precedent <br />in University City. She is concerned about "in-fill development" in University City and <br />how it is handled and how it impacts neighborhoods. <br /> <br />Karen Li Puma, 539 Jackson Avenue, also opposes this proposal.
