Mr. <br />Sharpe seconded. Mayor Adams asked what the size of this prospective group would <br />be. Ms. Welsch said she planned to cull the names of interested parties from Council <br />minutes when they attended a Public Hearing on the matter and expressed their interest <br />in serving. She envisions eight to ten members. Ms. Colquitt asked if citizens under <br />consideration whose names would be pulled from the minutes would be the ones who <br />spoke for or against the task force at the Public Hearing. Ms. Welsch said it would be <br />her first effort to find people because those in attendance express concern on both <br />sides of the issue, but if others are interested she is willing to consider them, too. She <br />is willing to share names with the Council before members begin to serve. Ms. Colquitt <br />wants the three Wards to be represented equally and Mayor Adams wants the task <br />force to be balanced between industry people who want cell towers installed and those <br />who do not want cell towers anywhere. Ms. Welsch said she would strive to meet these <br />requests. Ms. Brungardt also supported this approach. Ms. Brot expressed her support <br />for establishing a citizens' task force on this issue and she commented on the huge <br />variation on the kinds of cell towers installed in various places, adding that it behooves <br />the City to study latest information on this topic. Mr. Wagner agreed with forming this <br />task force and expressed his interest in the research conducted. He urged committee <br />leaders to research health issues and ordinances from other cities where limiting siting <br />and monitoring environment near cell towers had been undertaken. Ms. Brot reiterated <br />the need to consider the City's liability once the current technology is by-passed by the <br />next technological advance. She mentioned that Jefferson County and St. Louis County <br />have already investigated this issue and their ordinances reflect this. The motion <br />passed unanimously. <br /> <br />Mr. Ollendorff said he left information relating to a last-minute request from Public <br />Interest Research Group for an on-the-street solicitation on Councilmembers' desks. <br />Ms. Welsch moved to add this item to the agenda and Mr. Sharpe seconded, and the <br />motion passed unanimously. <br /> <br />Request for a Permit to Solicit - Fund for Public Interest Research on Behalf of the <br /> <br />Save the Children Campaign <br /> <br />This group seeks permission to solicit in heavy pedestrian areas from February 1 <br />through February 22, 2005, primarily in the Delmar Boulevard area. They want financial <br />contributions and petition signatures to raise funds for their cause. They certified that <br />they meet all of the City's ordinance requirements and their representative is present to <br />answer questions. He emphasized that this is not door-to-door solicitation; it will be <br />conducted on the sidewalks. <br /> <br />Ms. Welsch went on record saying she appreciated the work done by this group, on this <br />issue in particular, which deserved funds they are able to raise.
