Session 1949

MINUTES OF THE UNIVERSITY CITY COUNCIL

February 14, 2005

At a study session of the City Council of University City held in the Council Chambers,
on Monday, February 14, 2005, Mayor Joseph Adams called the meeting to order at
5:30 P.M. In addition to Mayor Adams, the following members of Council were present:

Ms. Cassandra Colquitt
Ms. Francine Brungardt
Mr. Robert Wagner
Ms. Stefany Brot
Ms. Shelley Welsch
Mr. Arthur Sharpe, Jr.

Also present was the City Manager, Frank Ollendorff.

The purpose of this meeting was to discuss two economic development project issues:

The City Manager, Mr. Ollendorff, said that one of the two items should be discussed in
executive session because it is a confidential project. The second should be in public
session because it is a public matter. He also added the next most important topic to
the agenda, architectural review board. He suggested a fourth item, in the event there
is enough time, which is also to be considered in executive session. He offered this
explanation because he put four items on the agenda instead of the requested one item.
He said he listed additional items for consideration at future meetings.

School District Property

For the past six months there has been discussion at the School Board to make the old
McKnight School surplus and putting it up for sale. The area is one of the twenty
economic development target areas in the comprehensive plan. The City, according to
Mr. Ollendorff, is ready to see this property developed and this information has been
communicated to the School Superintendent. It is one of the top two sites for
redevelopment and the City wants to be very active in promoting the proper the
development of this site. He keeps Dr. Moore apprised of this intention. The City will
not become involved in the selling of the property, however. Two weeks ago the School
Board announced it would sell this property and Mr. Ollendorff met with representatives
of the School District and of the real estate team. There have been follow-up calls from
this team asking for clarification. Councilmember Brot received an e-mail from the
President of the Delcrest Court Condominiums Association, located next to the school
building and asking what would happen to the property. Mr. Ollendorff sent a memo to
Vernon Fisher, president of the condominium association, which he shared with the City
Council. Ms. Brot mentioned that the City Council had approved mixed-use economic
