<br />Plan <br />3) Infill building permits- conforming to architectural standards, appearance, <br />design and general conformity to surroundings structures <br />4) Public Hearings – at citizen’s request – passing approval within fifteen <br />working days after receipt of application and review by zoning if there are no <br />complaints <br />5) IRB – ability to make recommendations relating to proposed projects <br />6) Neighbors within 400 feet of the project will be notified of proposed project; 60 <br />per cent of the neighbors within the radius may request a Public Hearing <br />7) IRB - will explain neighbor’s position to the developer proposing the project <br />8) IRB – will report actions to the City Manager/Council recommendations within <br />fifteen working days of receipt of the application <br />9) IRB - will recommend to the Council changes in the Zoning and Building <br />Ordinances for the benefit of enhancing the neighborhood <br />10) IRB – will consist of seven members initially appointed by each of the <br />Councilmembers, randomly assigned a one-to-three year term, thereafter <br />renewable in three-year terms, and removable without cause by two-thirds <br />vote of the Council. <br /> <br />Mayor Adams asked if the members would need special qualifications and Mr. Wagner <br />said these appointments would parallel those of other boards and commissions. Mr. <br />Wagner explained that the IRB becomes a buffer and relieves the City Council of having <br />to tell the developers to converse with the neighbors, and also the ordinances can be <br />improved so that there are not “ministerial decisions.” He said that the ordinances are <br />considered to be a ministerial decision and that is the root problem. <br /> <br />Mayor Adams asked if the Economic Development Board had seen this proposal and <br />was advised no. Mr. Wagner said this is a work-in-progress and this proposal is for the <br />City Council. Mayor Adams said he thought they should. Ms. Welsch said that they <br />were having their last meeting next Tuesday and that this was too late. They were <br />writing their final report, and perhaps this should go to the Plan Commission for study. <br />Mr. Sharpe said this would be beneficial if “we could get by the numbers” specified in <br />the ordinance, but he was not sure how this would happen. He mentioned that rewriting <br />some of the ordinances may be in order. Discussion on this point followed. <br /> <br />Mr. Wagner asked members of the City Council to read his proposal and to provide in- <br />put. He hopes by the next meeting there will be a majority consensus and they can <br />move forward with the ordinance. <br /> <br />Adjournment <br /> <br />Mayor Adams declared the meeting adjourned at 6:30 P.M. <br /> <br /> <br /> <br />Page 4 <br /> <br />
