A bill was introduced by Councilmember Price, entitled: "AN ORDINANCE AMENDING aJAPl'ER 14 OF THE MUNICIPAL CODE OF THE CITY OF UN!- VERSITY CITY REIATING 'IO GARBAGE, REFUSE AND WEEI:S BY REPEALING SECI'ION 14-13 '!HEREOF, AS AMENDED BY ORDINANCE NO. 4481 ENACl'ED JANUARY 6, 1968, AND ENAcr- mG m LIEU 'IHEREOF A NEW SECI'ION 'IO BE KNCMN AS 'SECI'ION 14-13. Mr. Stanley Harris, 640 Vassar, said he was an avid gardener arxl he hoped ap- proval of the bills just introduced will not create a hardship for residents, especially the elderly. He said citizens have several concerns: that people be given wamings before they are fined; that they will still be able to put out burrlles of twigs, branches, etc.; arxl the cost of the special stickers arxl paper bags that must be purchased for yard waste. He suggested that ad- ditional park space be used to do more composting, but Mayor Majerus pointed out that last year citizens voted that designated park space may not be used for anything other than what it was used for prior to the vote. Mr. Nick Frederiksen, 420 N. Hanley, said those living on County roads are not permitted to rake leaves into the street for pickup in the fall, arxl he asked whether some consideration could be given those residents. He noted that bagging the leaves would result in a prohibitive cost to residents. Mayor Majerus said she wasn't sure that problem had been considered, arxl thanked Mr. Frederiksen for bring this to Council's attention. Ms. SUsanna Gremling, 416 N. Hanley, said if a prohibition continues on rak- ing leaves into the street on Hanley, she felt those residents should be pro- vided with the bags arxl stickers at no cost. . Mr. Adams asked the city Manager to contact the County to see if residents on County roads could be permitted to rake leaves into the street at collection time.
