Session 1550, Minutes
July 8, 1991

Page 10

an opportunity to look at am buy whatever they like am can afford. He does
not feel that is happening, am the information gathered at UCRS can be used
to validate that assumption.

Mr. Wagner said many people seem concerned about the prospect of telephone
solicitation, am he asked Mr. stradal what he felt the inpact might be on
University City. Mr. stradal said other cxmnunities have allowed it without
apparent adverse effects, or they would have made it unlawful. He added that
the six-month trial period may illustrate if there are problems.

Mrs. Schuman asked if the st. Louis Association of Realtors participated in
the house tour last August of neighborhoods north of Olive. Mr. Stradal said
his group sponsored the tour, am he recently met with Ms. Compton to see if
they can assist again this year. Mrs. Schuman said the tour showed that a
lot of people were interested in those neighborhoods, however, after the tour
that did not seem to continue. Mr. stradal said he could not account for
that, but noted that the Board has encouraged the Post-Dispatch to again fea-
ture connmmities in the real estate section, which should benefit the entire
area. Mr. Schoomer said University City was the first canununity featured.

Mr. Adams said he could not emphasize enough about the solicitation, as those
were the most corrplaints he gets from constituents.

BILL NO. 8020 - AMENDING SUBSECl'ION IIJII OF SECrION 34-100.8 ZONlNG roDE RE-
IATING 'IO PROHIBITED AND ILI.EX;AL SIGNS BY REPFALING SECrION 34-100.8(J), AND
ENACI'ING m LIEU 'IHEREX)F A NEW SECrION 'IO BE RNC:MN AS IISECrION 34-100.8(J)"
SO AS 'IO PROVIDE AS AN EXCEPI'ION '!HAT IISOIDII SIGNS SHALL BE PERMITI'ED FOR
SEVEN (7) ~G ~YS FOI...I.CMING CI.DSURE ON '!HE PROPERlY, LIMITED 'IO A SIX
(6) IDN'lH TRIAL PERIOD.
Bill No. 8020 was given its third reading.

Mrs. Schuman said the phrase "following closure on the property" was unaccep-
table, because even though presently banned, IISo1d" signs are often left on
property for weeks, which is nothing more than crass advertising. If blatant
violations continue, she will insist at the erxl of the six month period that
no "Sold" signs be allowed at all. Mr. Ollerxlorff said staff will do its
best to monitor this situation. Mrs. Schuman moved that Bill No. 8020 be
amended by eliminating the phrase IIfollowing closure on the property" am in-
serting the word "only" so that it reads "I sold I signs shall be pennitted for
mly seven (7) working days, limited to a trial period of six (6) months..."
Mr. Wagner secorrled the motion.
