<br />SESSION 1547 <br /> <br />MINUTES OF '!HE UNIVERSITY CITY OXJNCIL <br /> <br />June 10, 1991 <br /> <br />At a special meeting of the City Council of University City, held in the As- <br />sembly Room of City Hall on Monday, June 10, 1991, Mayor Janet Majerus pre- <br />sided and called the meeting to order at 5:37 p.m. In addition to the Mayor, <br />the following members of the Council were present: <br /> <br />Mr. Byron R. Price <br />Mr. Joseph L. Adams, Jr. <br />Mr. Robert G. Wagner <br />Mrs. Mal:y V. Schtnnan <br />Mr. Paul E. Schoomer <br />Mrs. Betty L. 'Iharrpson <br /> <br />Also present was City Manager Frank 011errlorff. <br /> <br />Mayor Majerus said the only item being considered at this meeting is Bill No. <br />8010, and public comments will be heard after the secorrl and third readings. <br /> <br />BILL FOR SEOOND AND THIRD READINGS <br /> <br />BILL NO. 8010 - PROVIDING FOR '!HE SUEMrSSION 'ID '!HE QUALIFIED VOl'ERS OF UNI- <br />VERSITY CITY THE SEITING OF CERl'AIN BUSINESS LICENSE FEES SO AS 'ID INCREASE <br />SAID FEES, 'ID BE SUR-ITTI'ED 'ID SAID EIECIORS AT '!HE GENERAL EIECl'ION AUGUST 6, <br />1991- <br />Bill No. 8010 was given its secorrl reading. <br /> <br />Bill No. 8010 was given its third reading. <br /> <br />Mr. Schoamer lOOVed that this bill be adopted as an ordinance. Mrs. 'Ihampson <br />secorrled the motion. <br /> <br />Mr. Arthur Smith, 1481 Partridge, representing the Partridge Heights Neigh- <br />bo:rhocxi Association, said the group was opposed to the Interstate Blocxi Bank <br />locating at 7301 Olive. He said no market existed for this seJ:Vice in the <br />surrounding area, and such a place would put an economic strain on the city <br />because of a need for increased police and fire protection, possible problems <br />with waste disposal, and additional wear and tear on streets and sidewalks. <br />Also, costs to the City will far outweigh the little revenue generated. <br /> <br />Mr. Chuck Finan, 7333 Wellington, president of University City United Neigh- <br />bo:rhocxis Association, and a member of the ad hoc group that wants to stop the <br />blocxi bank, said he fourrl out only last May 13 that a blocxi bank plarmed to <br />open at 7301 Olive. He said he would be in favor of nearly anything that <br />will stop it, but urged the Mayor, Council, and all parties involved to be <br />reasonable, prudent, and keep in mirrl the best interests of the families and <br />neighbo:rhocxis in University City. He said lTOre than 1300 persons signed a <br />petition opposed to the blocxi bank. <br /> <br />Ms. Esther Nakisher, 7349 Melrose, 40-year resident of University city, said <br />
