<br />SESSION 1545 <br /> <br />,- <br /> <br />MINt1I'FS OF '!HE UNIVERSITY' CITY' CXXJNCIL <br /> <br />May 22, 1991 <br /> <br />At a special budget study meeting of the City COUncil of University City held <br />in Room 6 of City Hall on Wednesday, May 22, 1991, Mayor Janet Majerus pre- <br />sided am called the meeting to order at 7:02 p.m. In addition to the Mayor, <br />the follOVling members of the Council were present: <br /> <br />Mr. Byron R. Price <br />Mr. JoseI=h L. Adams, Jr. <br />Mr. Robert G. Wagner <br />Mrs. Mary V. Schuman <br />Mr. Paul E. Schoomer <br />Mrs. Betty L. '!h~n <br /> <br />Also present were City Manager Frank Ollen:iorff, Director of Finance Willie <br />Norfleet, am Deputy city Manager SUsan Glassman. <br /> <br />'!he public was invited to atterrl the meeting as observers. '!he budget was <br />the only subject discussed. A list of items remaining for further discussion <br />was circulated to Council. <br /> <br />Sales Tax Revenue Estinate. It was noted that the original estinate for the <br />current year was overly optimistic, am the same may hold true for next <br />year's estinate of $3.25 million. It was suggested that this be watched <br />closely throughout the year, am adjusted if necessary. All agreed. <br /> <br />Boards and conunission Dinner. Mr. Ollen:iorff suggested that this dinner be <br />postponed for one year. If at all possible, the dinner will be held every <br />other year, as in the past, in off-e1ection years. All concurred. <br /> <br />University City Beautification conunittee. Mr. Ollemorff said this Canunittee <br />requested $4,000 am some labor help. Sane labor hours can be given from 0c- <br />tober through March but not during the Sl1IlUller, he said. After discussion, it <br />was decided to allocate $2,400. Ms. Glassman noted that Southwestern Bell <br />provides grants to 501(c)3 groups for community projects, and perhaps this <br />group could qualify for such a grant. <br /> <br />Arts am letters Canunission. '!he Canunission requested $3,000 am Mr. Ollen- <br />darff said he tentatively allocated $1,400. It was suggested that the Wash- <br />ington University School of Fine Arts be asked to contribute to the sculpture <br />project next year, since their students are involved. After further discus- <br />sion, all agreed the allocation should remain at $1,400. <br /> <br />university city Residential ser.vice (UCRS). Mr. Ollen:iorff said last year's <br />allocation was $48,000, am UCRS has requested $49,440 for next year, all of <br />which is for salaries. He suggested allocating $44,000. Mayor Majerus said <br />the UCRS director was infonned that all departments were being asked to cut <br />back. Mr. Adams suggested that UCRS firrl other revenue sources. Mr. Schoom- <br />er felt the seJ::Vices UCRS provides could not be duplicated elsewhere for an <br />aIOOUIlt anywhere close to their budget. Mr. Price did not view the UCRS staff <br />
