She noted the teenagers
will be taken on various kWs of outin:Js and she was concerned about what
they would see next door.

Mr. D:mnis Bagwill, 6719 C1lamberlain, said University city is a wonderful
place, but putting a blood bank on Olive would hurt the City. He felt that
many of the people who sell their blood for money could cause extensive prob-
lems for the Police Department. He noted the lack of parking at this facili-
ty, and SUJ9ested local people might be afraid to ride the bus because of the
type of people who cane to the blood bank by bus.

Ms. Elsie Glickert, 6712 Etzel, said the Musick SUlxlivision deserves much
credit for bringing this matter to the attention of the rest of the City, and
she knew the Council was just as concerned as those who live in the immediate
area of the proposed blood bank. Ms. Glickert asked if Police personnel were
being reduced, and Mayor Majerus said there are currently two vacancies that
will be left that way teItp>rarily because of lack of:fur'ds. Ms. Glickert
said the blood bank will take nore police protection rather than less, and
she was astoun1ed that the owners of 7301 Olive (fonner University City resi-
dents) would rent to such a business.

Mrs. 'Iharpson said she was in full SlJItlOrt of the residents and felt a way
will be found to keep the blood bank from opening.

Mayor Majerus said this matter is of deep concern to the Council, which is
doing everything in its pcYNer to bring about a reasonable resolution.

Mr. Price asked the city Manager and staff to make certain this business is
in full c:onpliance with all federal, state, and county laws, especially in
regard to waste disposal issues. Although initially puzzled as to why this
site was dlosen, he realized that being on an east-west bus line, near a res-
taurant, across the street from a facility selling aloohol, and with a long-
tenn lease available, this particular location became desirable from the
blood bank operators' viewpoint. He said he would pursue every possible
means to prevent this business from locating here. If the building CMI1er and
business operator are astute, they will make the det.enni.nation that Universi-
ty City is not a good market for them because of the intense opposition.

Mr. Wagner cx:mne.nded the speakers, notiIq they were well prepared and they
provided a welcome service to Council by briIqiIq up every possible aspect of
the proposed business. He said the Council will do everything legally possi-
ble to meet this challenge, and also to explore the zoning issue.

BILL FOR SEO:>ND AND 'IHIRD READINGS

BILL NO. 8005 - AMENDING aJAPl'ER 12 MUNICIPAL roDE REIATm:; 'IO FIRE PREVEN-
TION .
