<br />SESSION 1542 <br /> <br />,~ <br /> <br />MINUI'ES OF '!HE UNIVERSI'IY CITY <XXJNCIL <br /> <br />May 13, 1991 <br /> <br />At a special budget study meeting of the city Council of University City held <br />in the Emergency Operations Center on Monday, May 13, 1991, Mayor Janet Ma- <br />jerus presided and called the meeting to order at 7:07 p.m. In addition to <br />the Mayor, the following members of the Council were present: <br /> <br />Mr. Byron R. Price* <br />Mr. Joseph L. Adams, Jr. <br />Mr. Robert G. Wagner <br />Mrs. Mary V. Schuman <br />Mr. Paul E. Schoamer <br />Mrs. Betty L. 'Ihompson <br /> <br />*Mr. Price arrived at 8: 19 p.m. <br /> <br />Also present were City Manager Frank Ollendorff, Director of Finance Willie <br />Norfleet, and Deputy city Manager SUsan Glassman. <br /> <br />'!he public was invited to attend the meeting as observers. '!he 1991-92 City <br />budget was the only subject discussed. <br /> <br />REVENUE <br /> <br />'!he City Manager called attention to page A-3, Table II - City Property Tax <br />Rate. '!he first two lines comprise the General Fund, now at $0.68, and he <br />suggested Council might want to consider submitting to voters an increase to <br />$0.71. He also noted that the Police and Firemen's Retirement Fund needs on- <br />ly about $0.01 to stay actuarily sound, but unifonned employees were promised <br />their current contribution of 6% would be decreased to 5% when the Fund could <br />afford it; making this change allows this tax rate to be lowered from $0.08 <br />to $0.05. Including the $0.28 Library tax, the total tax rate will remain at <br />$1.04. He noted that the proposed three cent General Fund increase is not <br />part of the proposed budget since Council has not approved putting it on the <br />ballot; if approved, it must still be accepted by voters. <br /> <br />General Property Taxes (oaqe B-7). '!he city Manager said this catego:ry was <br />discussed above and the amounts represent what has been collected and what is <br />expected to be collected. <br /> <br />Licenses (oaqe B-7). Mr. Ollendorff said there were no changes in this cate- <br />go:ry, with approximately the same amounts expected to be collected as in the <br />past. He noted that utility tax collections depend greatly on the weather. <br />Mrs. '!hompson asked how the County (which collects University City property <br />taxes) tries to collect delinquent personal property taxes. Mr. Norfleet <br />said the County waits until the money is either collected or is written off. <br />He said the County charges 1% of all monies collected for this service. <br /> <br />Charges for city Sentices (oaqes B-7 and B-8). Mr. Ollendorff said there <br />were no changes here except for a slightly higher refuse fee total because of <br />
