session 1537, Minutes
February 25, 1991

Page 8

that the last time a hearing was held on this issue, he did not believe the
connnents made reflected those of the community at large. He also did not
feel it was necessary to put the issue on the ballot at a very large cost.

Mr. Price said perhaps trucks larger than BL-6 should be considered.

Mayor Majerus said there seemed to be sentiment on the Council to at least
look into changes in this area. She noted two speakers were also present.

Mr. Dennis Sturdivant, 7249 Balson, said he does not have a driveway in front
of his house, and after going through his cancelled checks, found he had paid
more than $300 last year and $75 this year in parking tickets for his small
truck, his only transportation. He also lost at least one tenant because of
the Parking situation. Mrs. Schmnan and several others felt Mr . Sturdivant
was showing a great deal of tolerance in what must be an annoying situation.

Mr. Price said he was concemed about those who will continue getting tickets
while Council is deliberating this matter. '!he Mayor said it was unfortunate
but the law now on the books must be enforced until it is changed. She sug-
gested to Council that if it really wants a change, it should be handled in a
timely manner instead of getting bogged down in weeks of discussion, as hap-
pened in the past. Mr. Ollendorff said the pw:p:>se is not to give tickets,
but to see that the law getting trucks off the street is obeyed.

Mr. Mike Marks, 1163 81st Street, said there was sane confusion about sizes,
and a BL-6 could be quite large--it only means the truck can carry up to six
tons or 12,000 pounds. He said he admired the present law and would not want
it changed, but he also sympathized with Mr. sturdivant. He felt there must
be some compromise for those who have no alternative other than parking on
the street, perhaps using special pennits.

Mr. AdaIns asked that legislation be drafted that will allow trucks licensed
BL-6 to be parked in driveways or on the street, including a provision that
the truck bed is either empty or totally covered. He also asked that the
Plan Conunission review the driveway parking ProPOSal, since that would be a
zoning change.

Mayor Majerus suggested that councilmembers who have specific items to be in-
cluded in this legislation contact the City Manager iImnediately.

Mrs. Schmnan reminded Council there will be citizens opposed to relaxing the
truck laws, and also, the new legislation will not solve every truck owner IS
parking problem.

Mr. AdaIns said it would be much better if the state would issue a non-conuner-
cial truck license, however, it does not seem that will happen.

CITIZEN COMMEN'IS

Mr. Holston Black, 7580 Drexel, said he has not been able to get satisfaction
from the administration regarding a problem with a city inspector who he said
treated him in a racist manner.
