Mrs. '!hompson seconded the motion, which carried <br />unani1rously. <br /> <br />roNDITIONAL USE PERMIT - DELCREST II APARIMENT mIIDING FOR THE ElDERLY <br /> <br />'!he city Manager said Council is asked to grant a corrlitional use pennit for <br />the proposed Delcrest II apartment building for the elderly at 8346 Delcrest. <br />Council.mernbers, the City staff and the developer have expressed the opinion <br />that not as IMnY parking spaces are necessa:ry as the Code requires (124 as <br />opposed to 138), however, he pointed out that if there is a change in build- <br />ing use, there is a strong possibility there will not be enough parking. '!he <br />following corrlitions should be attached: <br /> <br />1. '!he established seventy (70) foot building line setback for the property <br />is hereby waived. Setback of the new apartment building and ent:ry canopy <br />should be in substantial confo:nnance with that proposed on the plans sub- <br />mitted with the application for Conditional Use Pennit #292 and dated <br />Janua:ry 2, 1991. <br />2. '!he requirement for parking areas to be enclosed is hereby waived. A <br />minimum of 117 parking spaces will be required for the residential por- <br />tion of the development, and an additional 7 spaces will be required for <br />the offices as designated on the proposed plan. <br />3. lDading spaces provided on the site shall be screened from view either by <br />an element of the building, a masonry wall compatible with the building <br />material and color, or a dense landscape screen. Particular attention <br />should be paid to screening loading areas from visibility beyond the <br />property lines. Plans depicting the proposed screening of the loading <br />areas shall be submitted to the Director of Planning for his review and <br />approval. '!he screening shall be installed and maintained in accordance <br />with the approved plan. <br />4. '!he Floor Area Ratio for the b.u multi-family buildings and the one-sto:ry <br />structure connecting the two buildings on I.Dts 9 and 10 may be increased <br />to 1.45. <br />5. Total coverage of the site by buildings, driveways and parking areas <br />shall not exceed 66%. <br />6. A detailed landscape plan for the entrance area, the conunonly usable res- <br />idential open space, property line landscaping and required screening <br />shall be submitted to the Director of Planning for his review and approv- <br />al. Landscaping shall be installed and maintained in accordance with the <br />approved plan. <br />7. Signage for the development shall be in strict confonnance with the re- <br />quirements of the University city Sign Code. <br /> <br />Mr. Rarrly S. Dessau, 720 Olive, attorney representing the Council Apartments, <br />Inc., said the conditional use pennit applicant is the School District of <br />University City, which is selling the property in question to the Council <br />Apartments in order to develop Delcrest II.
