She said the recent death in a fire of a child who <br />was trapped in his home because of locked bars shows how irrportant this leg- <br />islation is. Mr. Ollendorff said in connection with this, council may want <br />to reconsider the issue of double deadbolt locks sometime soon. <br /> <br />Mrs. Schuman said she arrl Mr. Price were fortunate recently to participate in <br />the first phase of the University city School District strategic Planning <br />Process. She felt an excellent mission statement was formulated, as well as <br />a priority list of directions for the School District. The directions will <br />be taken by action conunittees, arrl then reviewed by those who took part in <br />the initial meeting. However, the enthusiasm generated was dampened consid- <br />erably by the new School Foundation formula. One thing that became apparent <br />during the weekend, she said, was how closely intertwined the School District <br />and the conummity are. She noted the City goverrnnent was facing shortfalls <br />because of the census info:rrnation, but the new School Foundation formula may <br />be devastating to the District's efforts to take their children into the 21st <br />century. She asked the entire connnunity to deluge the state Legislature with <br />protests over the formula, because in its present form it will be an extreme- <br />ly serious problem for University City. <br /> <br />Mr. Price asked the Mayor if she would contact School Board President George <br />Cotton to see if City and School Board efforts to change the Foundation for- <br />mula could be coordinated to inform the conummity of what needs to be done. <br />Mayor Majerus said she had already talked with one of University city's state <br />senators, and she would absolutely cooperate with the School Board to try to <br />bring about change. She was extremely upset to discover that affluent com- <br />nnmities will receive more money under the new formula, and conummities that <br />have snaller tax bases but very high taxing efforts will receive less. <br /> <br />Mayor Majerus remirrled Council of the st. Iouis County Municipal league meet- <br />ing on Thursday, January 24, when University City's proPOsal to change the <br />league's voting formula should be removed from the table for consideration. <br />She encouraged all to attend. <br /> <br />The Mayor also remirrled Council of the study session scheduled for February 9 <br />in the Library Board Room. <br /> <br />Mayor Majerus said the Missouri Municipal league's annual legislative confer- <br />ence will be held February 27 and 28 in Jefferson City, and those planning to <br />attend should contact the City Clerk. <br /> <br />Mr. Ollendorff thanked those responsible for the Dr. Martin lllther King, Jr. <br />conummity celebration yesterday at the High School. He noted that several <br />city officials and employees were either part of the program or helPed organ- <br />ize the event, and that it was very moving. '!he Mayor agreed. <br /> <br />Mr. Wagner called attention to a letter received from Mrs. Arm Parker in <br />which she highly complimented the Fire Department for their handling of a <br />fire on her block under extremely icy conditions. Mr. Adams said he had <br />received several verbal compliments regarding fine work that the paramedics <br />did during the same time period when weather conditions were disastrous. <br />
