He said Bill No. 8094
deletes the requirement that the finished side of a fence face the property
exterior, while Bill No. 8095 requires that the finished side of a fence face
outward only if on a public street. Mr. Wagner said when the fence ordinance
was adopted sane years ago, many residents supported it because it seemed to
rectify the exparrlin:J problem of unsightly fences facin;J public streets. He
said the City has a mnnber of ordinances that regulate streetside structures,
yards, etc., but the fence restrictions created a chaos of canplaints from
people who saw no reason for the linri.ts on fences between neighbors or facing
alleys. He felt Bill No. 8095 was a good canpranise. Mrs. Schuman said she
understood Mr. Wagner's viev.r, but felt the requirement was discrinri.nato:ry am
the city could not regulate it. Mayor Majerus noted a letter from a citizen
who favored Bill No. 8094. Mr. Adams favored Bill No. 8094 because it allows
the irxiividual freedom to detennine how he wants to build his fence.

BILL NO. 8094 - AMENDING ClIAPI'ER 34 MUNICIPAL roDE REIATING 'IO ZONING BY RE-
PEALING SECI'ION 34-52.5, AND ENACl'ING IN LIEXJ 'lHERIDF A NEW SECTION 'IO BE
