He also reported the City to be canpletely debt-free, hav- <br />irq paid off the last out:st:an:li.nJ bom issue this past year. <br /> <br />Mayor Majerus said the staff worked very hard in canpilirq the l:udget am the <br />Council worked many hours studyirq am discussirq it. She cx::xrarerrled the city <br />administration for its diligence in obtainir'q the most out of every tax dol- <br />lar collected, am its efficiencies am ability to perfo:rm good services with <br />no cuts. She exterrled her thanks to both the City Manager am the Council. <br /> <br />Mr. Adams IlDVed approval of the 1992-93 City l:udget. Mr. Wagner secorrled the <br />rrotion. Mr. Schoaner thanked the staff for the spirit of cooperation am <br />sacrifice this l:udget has demarrled of them. All voted Aye. <br /> <br />LICUOR LICENSE illGRADE - 8111 OLIVE <br /> <br />'!he City Manager said an application was received fram Frank am Helen' s piz- <br />zeria, 8111 Olive, to upgrade their liquor license fram 3.2% beer to 5% beer <br />am 14% wine, as well as S\.lOOay sales. <br /> <br />Mr. Price IlDVed approval, am Mr. Adams secomed the rrotion. In response to <br />Mr. Wagner, Mr. Ollerrlorff said there have been no canplaints about beer ser- <br />vice at this restaurant. All voted Aye. <br /> <br /><XlNDITICNAL USE PERMIT - 6220 CABANNE <br /> <br />Mr. Adams left the room because of a conflict of interest on this item. Mr. <br />Wagner said he also had a slight conflict of interest am would not vote. <br /> <br />'!he City Manager said on May 4, 1992, Council tabled a comitional use pe:rmit <br />application by Southwestern Bell M::>bile Syst.en's for a cellular phone tower at <br />6220 Cabanne pen:lirq discussion by the Park Camnission, since the site is <br />next to a city park. '!he City Manager concurred in the Plan am Park Camnis- <br />sions' rec::onmen:3ation to approve, with all comitions listed in the May 4 <br />minutes. Mr. Schoamer IlDVed to take this matter off the table. Mrs. Schmnan <br />secomed the rrotion, which carried unanirln.1sly. <br /> <br />Mr. John King, 10 S. Brentwood, attorney representirq Sout:hwesten1 Bell M0- <br />bile Systems, said the canpany was havirq service problems in the area, am <br />this location was fourrl to be the best site to erect a 100' cellular antenna <br />to canbat these problems. Adjacent to the antenna will be a 300 square foot <br />equipnent buildirq, am all will be surrourrled by an eight foot fence topped <br />with barbed wire. He said no one has climbed towers of this type in other <br />locations, am the canpany believes it has taken precautions to prevent that. <br /> <br />In response to Mrs. 'Ihc:rrpson, Mr. King said he did not kr10w if there were any <br />other antennae adjacent to parks, however, the fence could be made higher if <br />that was a concern. Mr. Ollerrlorff said the fence would be 10 feet high with <br />barbed wire. Mr. King said it was also stiIXIlated that a proposed increase <br />in wattage would require the canpany to cane back for Council approval. <br />
