RESOLUTION #980629

WHEREAS, each year, April elections have traditionally been reserved for local municipal
and school issues; and

WHEREAS, these public elections were imentionally left to issues that had no relationship
to partisan politics; and

WHEREAS, the State General Assembly selected the April 1999 election to vote on the issue
of concealed weapons and on a Presidential Primary; and

WHEREAS, these State-mandated elections would certainly dwarf any local campaigns that
would include school board and City Council candidates and various local tax issues; and

WHEREAS, the really important issues of who will govern our cities and schools would be
drowned out by the presence of a greatly increased turnout of voters who have no knowledge or
interest in the local issues.

NOW, THEREFORE BE IT RESOLVED, that the City Council of University City objects
to the use of the April 1999 election date for the purpose of voting on other than local candidates and
issues; and

BE IT FURTHER RESOLVED, that the Missouri General Assembly and the Governor make
every effort to avoid usurping the April elections of each year for anything other than local
candidates and issues.

Passed this d~q

day of June, 1998.

AT/~ST:

City Clerk
