R~S.QL.:Q.'rI.QH WHEREAS, the City of University city is a city of expanding recreational needs in the growing county of st. Louis, and WHEREAS, the City County and Park Commission deem it necessary to improve an existing public park to serve its citizens and the public generally, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF UNIVERSITY CITY, AS FOLLOWS: 1. That application be made under the Land and Water Conservation Fund (LWCF) of the united States Government for a grant-in-aid of 50% of the total cost of the project for lighting certain tennis courts in Heman Park. 2. That a project proposal be prepared and submitted to the Department of the Interior, National Park Service (NPS) through the State Inter-Agency Council for Outdoor Recreation (SIACOR) for said grant-in-aid. 3. The Mayor, City Council, Park and Recreation Director and City Manager, be authorized, and hereby authorize, those persons listed below to sign and execute the necessary documents for forwarding the project proposal application for a grant-in-aid under the Land and Water Conservation Fund Program. These persons are also hereby authorized to sign the project agreement, subsequent amendments and other necessary documents between the City of University City and the State of Missouri. 4. If a grant is awarded, the City of University accepts all responsibilities under the LWCG Act as amended and the policies of NPS and SIACOR. This includes, but is not limited to maintenance of the park for public outdoor recreation purposes in perpetuity, compliance with the provisions of Title VI of the civil Rights Act of 1964, underground wiring of all telephone and electrical sires under 15 KV within the park both under this project and in the future, provision of facilities which are accessible to and usable by the physically handicapped.
