<br />R~S.QL.:Q.'rI.QH <br /> <br />WHEREAS, the City of University city is a city of expanding <br />recreational needs in the growing county of st. Louis, and <br /> <br />WHEREAS, the City County and Park Commission deem it necessary to <br />improve an existing public park to serve its citizens and the public <br />generally, <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />UNIVERSITY CITY, AS FOLLOWS: <br /> <br />1. That application be made under the Land and Water Conservation <br />Fund (LWCF) of the united States Government for a grant-in-aid <br />of 50% of the total cost of the project for lighting certain <br />tennis courts in Heman Park. <br /> <br />2. That a project proposal be prepared and submitted to the <br />Department of the Interior, National Park Service (NPS) <br />through the State Inter-Agency Council for Outdoor Recreation <br />(SIACOR) for said grant-in-aid. <br /> <br />3. The Mayor, City Council, Park and Recreation Director and City <br />Manager, be authorized, and hereby authorize, those persons <br />listed below to sign and execute the necessary documents for <br />forwarding the project proposal application for a grant-in-aid <br />under the Land and Water Conservation Fund Program. These <br />persons are also hereby authorized to sign the project <br />agreement, subsequent amendments and other necessary <br />documents between the City of University City and the State of <br />Missouri. <br /> <br />4. If a grant is awarded, the City of University accepts all <br />responsibilities under the LWCG Act as amended and the <br />policies of NPS and SIACOR. This includes, but is not limited <br />to maintenance of the park for public outdoor recreation <br />purposes in perpetuity, compliance with the provisions of <br />Title VI of the civil Rights Act of 1964, underground wiring <br />of all telephone and electrical sires under 15 KV within the <br />park both under this project and in the future, provision of <br />facilities which are accessible to and usable by the <br />physically handicapped. <br /> <br />PASSED AND~SOLVED BY ~~E CITY COUNCIL OF THE CITY OF UNIVERSITY CITY <br />THIS ;2& DAY OF ~~y ,199 ~. <br />CITY CITY <br /> <br />~a~ <br /> <br />CITY CLERK <br /> <br /> <br />ATTEST: <br />
