Private offices and research facilities having a business reason to be adjacent <br />to the main campus of the university - suppliers, joint ventures with faculty or <br />divisions of the university, etc.; and, <br />3. A "boutique" hotel desirous of being within walking distance of the campus <br />along with MetroLink access to the airport. <br /> <br />Action Items <br />1. University City should become a joint venture partner with the University to plan <br />the future of this critical area and insure that whatever development occurs <br />accrues to the fiscal benefit of the city. <br /> <br />Delmar Loop in University City <br /> <br />The Delmar Loop in University City should be viewed as an economic development asset <br />to be built upon, rather than as an immutable finished work. There is clearly more to be <br />done if the district is to remain competitive and prosper into future decades. Efforts to <br />increase residential density and quality, to increase the number of high quality jobs, and <br />widen and improve the overall quality of the restaurant and retail offerings in and around <br />the Loop Business District should be a high priority for the City and the Loop Special <br />Business District. Kirkwood's new mixed-use development, the Boulevard in Richmond <br />Heights, developments in and around downtown Clayton, and many other prototypes <br />outside of the St. Louis region can be looked to for ideas and inspiration with regard to <br />possibilities and prospects. <br /> <br />V ernon/W estgatelKingsland Business District <br /> <br />Redevelopment of the Vernon Ave/Westgate/Olive neighborhood shopping district <br />should be a high priority for the City's redevelopment efforts. The plan to build new <br />condominiums at Vernon and Westgate is an extremely encouraging indicator ofthe <br />market potential. The poor condition and underutilization of the area between Vernon <br />and Olive is sufficient rationale for the City to use all available tools to move the <br />redevelopment process along. <br /> <br />16 <br />
