<br />SECTION II <br /> <br />The Process of the Work of the Advisory <br />Board for Economic Progress <br /> <br />On Wednesday, July 21, 2004, the University City Council met in special session to <br />create a voluntary Advisory Board for Economic Progress to work under the direction of <br />the University City Council. The Council chose 25 residents and business people to <br />serve as members of this Board. The Advisory Board's charge was: <br /> <br />"... study the current situation in University City, look at possibilities for <br />future development and redevelopment that will enhance our community, <br />and ...examine ways to increase the competitiveness of University City in <br />the St. Louis Metropolitan area; present the City Council with its thoughts <br />on the tools and best practices available for development, the opportunities <br />for collaborations and alliances for economic progress in the city, and <br />provide data and analyses to support its recommendations." <br /> <br />"It was further resolved that the Advisory Board may designate possible <br />sites for development, will advise the Council of those sites, and the <br />Council may then request that the University City Manager direct his staff <br />to develop a plan for the development of the site ..." <br /> <br />This Advisory Board was authorized to develop its own procedures for its work and the <br />content of its deliberations. Meetings were posted and open to the public. Members of <br />the Advisory Board for Economic Progress are: <br /> <br />Deborah Arbogast <br />Rosalyn Borg <br />Mary Fahey <br />Richard C. Ward <br /> <br />A kickoff meeting of the Advisory Board was held on September 9,2004. At this <br />meeting, members were asked to review their expectations, create a structure for Board <br />deliberation, define economic development and create a steering committee to provide <br />guidance and structure to the process.
