Session 1958
MINUTES OF THE UNIVERSITY CITY COUNCIL

April 9, 2005

nd
At a study session of the City Council of University City held in the 2 floor conference
room, on Saturday, April 9, 2005, Mayor Joseph Adams called the meeting to order at
8:00 A.M. In addition to Mayor Adams, the following members of Council were present:

Ms. Cassandra Colquitt
Ms. Francine Brungardt
Mr. Robert Wagner
Ms. Stefany Brot
Ms. Shelley Welsch
Mr. Arthur Sharpe, Jr.

Also present was the City Manager, Frank Ollendorff.

Mayor Adams said that there were several executive session items in all three areas of
Legal, Real Estate and Personnel (per RSMo 610.021 1, 2, and 3) for discussion for the
morning.

Mr. Sharpe moved to go into executive session. Ms. Welsch seconded the motion. The
roll call votes were as follows: AYES: Ms. Colquitt, Ms. Brungardt, Mr. Wagner, Ms.
Brot, Ms. Welsch, Mr. Sharpe and Mayor Adams. The executive session was approved.

Fire Department Grants

Mr. Ollendorff reported that our fire department had written grants for the past three
years that have never been awarded. The federal government does not give any good
reason for denying the award. Over the last three years, virtually every fire department
in the area has received a grant; some even receiving two to three grants. We are
mystified. We know how to write grants – one application was almost identical to
another municipality’s application. One year we paid a grant writer $5,000 to write a
grant which was an identical grant request for seven different cities. Six were funded
and ours was denied. The next step is for someone to contact our Congress members
and get their assistance. Mr. Ollendorff believes it would be more effective for the
Mayor and Councilmembers to contact them. Mayor Adams will contact them.

Centennial Greenway Trail

Mr. Ollendorff mentioned that he has been working with Ms. Welsch on this issue, but
the key point is that the trail has to cross Olive somewhere around I-170. We had been
pushing hard for preferably a pedestrian overpass, if not that, some safe crossing of
Olive. The State Highway department said that they don’t do pedestrians; they only do
