Regular Meeting <br />March 28, 2005 <br /> <br />COMMENTS ON NON-AGENDA ITEMS <br /> <br />Richard Dockett, 6844 Crest Avenue, came to speak as a member of the Concerned <br />Taxpayers group dealing with the MetroLink project and brought a press release to <br />extend an invitation to the Mayor to participate in a panel discussion along with other <br />officials to discuss the concerns from the taxpayer point-of-view and to ascertain if this <br />group is satisfied with the management of the project. A public hearing/town hall <br />meeting will take place at the University City Library. On April 6, 2005, from 6 to 8 P.M. <br />He left some information for the City Council, the Mayor and the City Manager. Mr. <br />Dockett expressed his belief that citizens in University City are most concerned about <br />this project and about the importance of City officials participating in this meeting. <br /> <br />Elsie Glickert, 6712 Etzel Avenue, came to comment upon outsourcing of jobs at <br />Heman Pool, which she does not support, but prior to this she complimented the City <br />Council on defeating the proposal relating to the liquor license. She commented that <br />there are no free-standing liquor stores permitted in University City. She noted that the <br />outsourcing contract is for one-year only and it is time to begin thinking about this. She <br />said she does not like it. Her point was that the City has resources upon which to draw <br />and does not need to employ a firm to do this work. She referred to the survey she has <br />conducted of local municipalities and educational institutions and stressed some of its <br />details. She mentioned a petition from citizens submitted last year asking that out- <br />sourcing cease. She called upon the City Council to correct the outsourcing of the pool <br />contract. She then described the required process to become a lifeguard and the <br />accompanying costs, and expressed her dislike of this procedure. She does not think <br />that a significant amount of money is saved by contracting with an outsource <br />management company for pool management. She asked the City Council to repeal this <br />contract. <br /> <br />Ms. Brot told the City Manager that she wanted this issue to be on the agenda for the <br />th <br />April 11 City Council meeting so that it can be discussed in advance of the vote. <br /> <br />Ms. Brungardt said the Parks Commission, through the Parks Department, did have a <br />time line in place, and by requesting a discussion in April may necessitate another <br />request, and that request may be to ask the commissioners to have another discussion <br />about this in advance of the Council meeting. She noted this would be the general <br />procedure for receiving input from the commission. Ms. Brot responded, “Sounds good.” <br /> <br />BILLS FOR SECOND AND THIRD READING <br /> <br />1.
