Regular Meeting
April 11, 2005

the water drainage from the sewer. The city manager did something that was
miraculous over on Balson. Could we do whatever was done over there to get MSD to
come out and take care of the problem, to look more at this area?” Mr. Ollendorff said
he would definitely make sure that MSD takes a good look at this plan. He said that we
are going to look at it first, to see whether we think it meets the storm drainage
requirements before we even send it to MSD. We should specifically see if we can
interest MSD in approving the installation of backflow prevention valves, not only on this
site that you are looking at, but on adjacent properties, something Mr. Slade has been
pushing for for years, and maybe with a little added pressure we can get some results.

Ms. Welsch said to Councilmember Brot that the issue of the combined sewers in
University City is a huge one. MSD is not actively offering to take care of this. The
citizens will have to keep pushing.

Mr. Sharpe felt that this development was marvelous but it was really important to him
that the developer meet with the neighbors.

Hwai Yang, the developer, came forward at this time. He mentioned that he had
requested a list, by email, of affected residents so that he could initiate contact, but he
was never given a list. He did talk to the resident from the last meeting, but wanted to
say that communication was a two way street. Mr. Sharpe said that he would take the
initiative to set up a meeting between him and the residents. Ms. Colquitt said that Mr.
Yang would actually need to speak with Mr. Klein and Mr. Scott who is over the
neighborhood association that’s on Hafner Court. Ms. Brot asked Mr. Ollendorff if he
sent them a list of the residents. Mr. Ollendorff said that he did not – he didn’t recall
seeing any communication from Mr. Yang.

Ms. Colquitt said that she did not receive an email, because if she had she would have
forwarded it to Frank Ollendorff or to Leisha Meine. I have not received an email from
him. Ms. Brot asked Mr. Ollendorff to send Mr. Yang a resident’s listing.

Mr. Ollendorff reviewed that at the last meeting the City Council, at his request,
approved the ordinance and the resolution that approved this project in general and in
principle and left only the details of the conditional use plan for further consideration.
With that in mind, the next morning, he encouraged the applicant to proceed with their
development plans, which was just a matter of working out details at this point. He
wanted to make this clear just in case he overstated the Council’s blessing for this
project. He was under the impression that the Council wanted the project to go ahead
and was anxious for the plans to be developed. I just want to state that on the record.
We do have a few reservations about a few of the specifics on the plan, but he is
confident that those can be worked out over the next two or three weeks.

Ms. Colquitt said that with all due respect, the city manager did overstate the Council’s
blessing, since she had specifically asked that this developer meet with the residents.
Page 12
