Councilmember Sharpe moved approval of the minutes of the Study Session on April <br />9, 2005 and Councilmember Brungardt seconded. The motion passed unanimously. <br /> <br />Councilmember Welsch moved approval of the minutes of the Special Session on <br />April 11, 2005 and Councilmember Brot seconded. The motion passed unanimously. <br /> <br />Councilmember Wagner moved approval of the minutes of the Regular Session on <br />April 18, 2005 and Councilmember Brungardt seconded. The motion passed <br />unanimously. <br /> <br />Councilmember Sharpe moved approval of the minutes of the Special Session on <br />April 18, 2005 and Councilmember Wagner seconded. The motion passed unanimously. <br /> <br />Resolution - Ordering the Installation of a Fire Hydrant on Forsyth <br /> <br />Ms. Welsch introduced a Resolution ordering the installation of a fire hydrant <br />on Forsyth. Mayor Adams says it has a simple premise – to prevent fires. Ms. <br />Colquitt seconded and the Resolution passed unanimously. <br /> <br />Resolution – Residential Infill Review Board <br /> <br />Mr. Wagner introduced a Resolution on the Residential Infill Review Board and <br />asked the City Clerk to read it: <br /> <br />Whereas a plan for creating an Infill Review Board has been presented to the <br />Council and all submitted responses incorporated; and <br /> <br />Whereas the City Manager has agreed in principle to work with Councilmembers on <br />the final details of the co-operative citizen / Plan Commission Board; and <br /> <br />Whereas our agreed intent is to encourage economic benefits to University City <br />through residential infill construction, while being achieved in harmony with <br />the existing neighborhoods; and <br /> <br />Whereas the City Manager has also agreed to consider developing certain zoning <br />ordinance revisions to include a three-tiered system throughout the City to <br />determine building lot sizes, width setbacks, building heights, and floor area <br />ratios that are better tailored to the specific neighborhoods targeted for <br />infill construction; and <br /> <br />Whereas the City Council generally agrees that improved communications among <br />developers, City staff, neighbors of infill construction should be facilitated <br />where deemed necessary; and <br /> <br />Whereas the City Manager is agreeable in including the general principles above <br />in the Comprehensive Plan, <br /> <br />Therefore be it resolved that the University City Council, does encourage the <br />inclusion of the general principles above in the Comprehensive Plan, and to work <br />out the final details with the City Manager's staff, Plan Commission and City <br />Council during June and July 2005. <br /> <br />Mr. Wagner moved adoption of the Resolution and Mr. Sharpe seconded. The <br />Resolution was adopted by a unanimous vote. <br /> <br />
