Mr. Ollendorff recommended splitting the award to each of the vendors for the <br />items which they were low bidder. The breakdown follows: $11,811.68 to <br />Industrial Soap; $5,724.96 to Corporate Express; $483.48 to Zep; and $2692.26 to <br />New System for a combined total of $20,712.38. <br /> <br />3. 2005-2006 Annual Order - Police Uniforms <br /> <br />Invitations to Bid were sent to five possible sources with the following <br />response: <br /> <br />Leon Uniform $37,200.30 <br /> <br />Prices for twenty two of the forty two items bid on last year’s bid remained the <br />same as last year. Leon Uniform has provided excellent service to the Department <br />in the past. Therefore Mr. Ollendorff recommends an award be made to Leon <br />Uniform for their bid of $37,200.30. <br /> <br />4. 2005-2006 Annual Order - Tires: <br /> <br />Bids for furnishing tires for the:2005-2006 fiscal year have been received. <br />Invitations to Bid were sent to six possible sources with the following <br />responses: <br /> <br />Partner Tire $26,734.36 <br />Dobbs Tire $28,654.00 <br /> <br />The City Manager recommended making the award to Partner Tires for $26,734.36. <br /> <br />Ms. Welsch commented for the record that during budget sessions she would like <br />the City Manager to describe the procedures which guarantee that goods ordered <br />are received. She wanted to know which procedures are in place. Ms. Welsch then <br />moved approval of these items and Ms. Brot seconded, which carried unanimously. <br /> <br />Ms. Brot asked the City Manager about the statement that invitation to bids was <br />sent to eleven sources. How is it that you see in the new system that there were <br />eighteen 'no bids' and we gave it to eleven sources? She said that she must not <br />be using the table right or otherwise the graph is really goofy and under <br />Corporate Express it doesn't say anything about any other bid. She asked the <br />City Manager to explain more about this and how bid awards are split. Mr. <br />Ollendorff said the bidders bid upon all the individual items and some items are <br />no bid or are priced higher or lower than other competitors. Bids are split to <br />make sure the City purchases the lowest cost items across all the bidders <br />responses. <br /> <br />Ms. Brot asked: "How does this compare with previous years? Is this the way it <br />usually works out with this type of supplies?" and Mr. Ollendorff said it was, <br />except with uniforms. Some years two or three bids are received; two is the most <br />ever received. Leon is the leading supplier of uniforms for police gear. Ms. <br />Brot continued: "As long as I can see you are choosing excellent service, but I <br />I did wonder on the uniforms why no one else bid. Do you have any idea why?" Mr. <br />Ollendorff explained that they are a specialty firm that handles most of the <br />Police contracts in the area. They have the largest stock so most of the police <br />Officers can just go there and purchase everything they need, instead of having <br />to buy from different firms. They have very competitive prices. Occasionally <br />other companies come along and provide a new bid, but this company, year in and <br />year out, has the widest selection and best quality. <br /> <br /> <br />
