<br /> <br /> <br /> <br />Session 1964 <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />May 9, 2005 <br /> <br />At a Budget Study Session of the City Council of University City held in the Council <br />Chambers, on Monday, May 9, 2005, Mayor Joseph Adams called the meeting to order <br />at 6:30 P.M. In addition to Mayor Adams, the following members of Council were <br />present: <br /> <br /> Ms. Cassandra Colquitt <br /> Ms. Francine Brungardt <br /> Mr. Robert Wagner <br />Ms. Stefany Brot <br /> Ms. Shelley Welsch <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also present was the City Manager, Frank Ollendorff and Director of Finance, Willie <br />Norfleet. <br /> <br />The purpose of this meeting was to discuss various aspects of the 2005-2006 Budget of <br />the City of University City. <br /> <br />Mr. Ollendorff advised that several Councilmembers requested citizen comments <br />relating to the Budget prior to the Council starting the session. Then he mentioned the <br />Council’s limit of the Budget Study Sessions to two hours, so he suggested that this <br />session extend from 6:30 to 8:30 and then he suggested that they entertain questions <br />from citizens at 8:30 P.M. Councilmember Wagner suggested limiting their question <br />period to one hour. Councilmember Colquitt questioned staying from 6:30 to 9:30 P.M. <br />and Mr. Ollendorff said he would remain as long as necessary, if citizens had questions. <br /> <br />Ms. Welsch commented that she liked Mr. Wagner’s suggestion of holding citizen’s <br />questions at the end of the meeting. She had originally thought questioning should <br />occur at the end of discussion of each department’s finances, but acknowledged that it <br />would slow things down. As for the length of the meeting, she bowed to tradition, but <br />said that length should be determined by the amount of time the Council needs to feel <br />that their questions were answered fully and perhaps there was need to schedule more <br />meetings. She asserted that two budget sessions were “tight for her” and she <br />mentioned that Councilmember Brot asked for the tentative scheduling of a third <br />meeting. She affirmed the need to keep this possibility “open”. <br /> <br />Councilmember Brungardt stated that there are a “handful of citizens who made the <br />effort to be here, a handful of citizens who consistently make the effort to help us cross <br />our t’s, dot our i’s and make us pay attention to our p’s and q’s and these are valuable <br /> <br />
