Budget Study Session <br />May 9, 2005 <br /> <br /> <br />Mr. McCarthy asked about sewer-lateral expenses and noted that the fund was not <br />separated. Mr. Norfleet said that staff salaries were shown in the General Fund for the <br />sewer-lateral, so there is a separate set of revenues and expenditures in Fund Five, <br />which is sewer-lateral, and the figures are for overtime pay and for clerical personnel. <br />Mr. McCarthy mentioned how the City of Ballwin administers funds for their sewer- <br />lateral issues. Mr. McCarthy thinks the City is putting City funds and assets at risk for a <br />sewer-lateral program. He questioned the right to do that. Mr. Wagner said City <br />Council policy is that no General Funds can be used for the sewer-lateral program; that <br />must be a long-range, stand-alone program. There may be some fluctuations, and “a <br />loan from the General Fund” must be repaid. Mr. McCarthy continued by saying that <br />UCRS is a program looking for a purpose of it. Get rid of it. He said that separate <br />garage depreciation looks as if the City is “double dipping.” On Page B-8 he noted $35 <br />thousand dollars missing from some figures for fines and court costs; on C-15 he <br />questioned the “liability self-insured” 724.02.
