Budget Study Session <br />May 9, 2005 <br /> <br /> <br />Mr. Wagner asked where the UCRS budget was and was advised it is in the <br />Administration Budget, a later portion, on C-10. Then he asked where the $60,000 for <br />the succession funds would be found, and was advised the City Manager needed to <br />think about it. Mr. Wagner thought it should be in Legislative Services. <br /> <br />Ms. Colquitt asked if U City in Bloom would plant plants around signs at the entrance to <br />the City, and was advised current plantings would be maintained but there will be no <br />new ones. Ms. Colquitt mentioned a site at Pennsylvania and Canton which needs <br />planting. Ms. Welsch asked if the allocation for the City was separate from the work <br />done for the recreation center and was advised yes. Ms. Welsch added that she <br />hesitated to provide additional funds to the Loop when they had said they would provide <br />this service on their own, when similar funds are not available to other parts of the City, <br />for example, Olive. Ms. Brot said Patrick Liberto had done an excellent job, but other <br />things were needed to maintain the area: soil preparation, weeding, to name two. <br /> <br />Ms. Brot then asked about 722.05 and was told it was reimbursement for use of the <br />Mayor’s vehicle. Next she asked about 724.26 and why information regarding coverage <br />for liability has not been forthcoming from the insurers. Mr. Ollendorff reported that <br />information should be forthcoming soon and he would report back in a couple of weeks. <br />She wanted to know about 732.10 and whether the cost of restoring the “city hall <br />photographs” could be inserted here or it is should be inserted under restoration? The <br />City Manager said it would probably fit in the restoration budget and Ms. Brot asked him <br />to add it. Finally, she asked if the Councilmembers’ salary would ever be increased. <br />Mayor Adams said it was increased nine years ago. The Charter states that such an <br />increase must be on the ballot. Mayor Adams added that if she wants an increase, she <br />can ask for one, and it will be scheduled for a future election. Mr. Wagner said the U. <br />City in Bloom, not the Loop, had requested to undertake the maintenance of the Loop <br />“gardening” because it looks awful. <br /> <br />Ms. Colquitt asked about 725.03 and 725.08: 725.03 is the cost of the office telephones <br />for one year and the amount is allocated by the Director of Finance. 725.08 are <br />subsidized internet costs for Councilmembers. <br /> <br />Mr. Sharpe asked if there could be a budget line item to mail newsletters when the <br />Councilmember does not have internet access to e-mail them. He thinks all <br />Councilmembers should have money for postage. Mr. Ollendorff said Councilmembers <br />need to advise him of the amount to put into the budget. Mr. Sharpe wanted to know if <br />it belongs in the Legislative Services budget. Mayor Adams cautioned that it is an <br />expensive item. <br /> <br />Mr. Brungardt asked about 725.08 and how the money was spent on this item? The <br />City Clerk advised that it represented a combined legislative services-information <br />technology figure. That is why it decreased.
